Position will primarily perform Project Controls functions relating to VDOT-administered construction, maintenance, and operations projects. In addition, may provide limited Project Controls support to Local Assistance Program (LAP) staff overseeing of LAP project development and delivery. Duties include analyzing preliminary plans, estimates, and project schedules ensuring conformance with established policies, specifications, and standards. Will direct changes on projects under development to achieve consistency and improve constructability. Will support preparation for project advertisement, meet established advertisement schedules, evaluate projects in consideration of economic factors, identify/develop/verify required specifications and standards, and establish/verify appropriate construction time limits. Will support the development of bid proposals and contracts, as well as construction engineering and inspection (CEI) and VDOT oversight budgets for projects under development. Will assist in constructability and biddability reviews during project development, as well as final reviews and project close-outs. Will assist project delivery staff in value engineering exercises, preparation of change orders, Independent Government Estimates (IGEs), project schedule analysis, and quality control. Will assist and provide guidance to LAP staff and localities with construction management and contract administration best practices.
In addition to a comprehensive compensation and benefits package, a $3,000 sign-on bonus is available for qualified candidates. Current VDOT employees are not eligible for the sign-on bonus.

Minimum Qualifications
Thorough knowledge of standard construction methods and procedures. Knowledge of highway construction specifications and contract provisions, as well as engineering procedures related to construction project management and consultant coordination. Ability to comprehend and interpret ASTM, AASHTO and similar technical specifications and communicate effectively orally and in writing with internal and external customers. Ability to review plans and other construction documents for constructability and biddability, as well as perform mathematical calculations. Skill analyzing budget and schedule data, preparing reports and using computers and web-based applications. Valid driver's license.
Additional Considerations
Extensive highway construction experience involving methods, cost estimation, construction management, and change management. Experience working with locally administered projects. Certifications in soils, aggregates, hydraulic cement concrete, asphalt concrete, construction safety, traffic signalizations and value engineering. Working knowledge of project scheduling software, such as Primavera P6. A combination of training, experience or education in civil engineering or related field desired. Engineer-in-Training (EIT) designation or Professional Engineer (PE) licensure in the Commonwealth of Virginia.
