Summary
This position serves as a Program Assistant (MHPL-OA) located within the Veterans Health Administration as part of the VA Sierra Pacific Network (VISN 21), in the VA Northern California Healthcare System (VA NCHCS), Mental Health Service. The position reports to the General Mental Health (GMH) Program Manager (PM) and is responsible for the day-to-day coordination and completion of the administrative functions of the GMH Program within the Mental Health Service.

Duties
Major duties and responsibilities include, but not limited to:
  • The Program Assistant (MHPL) performs work in direct support of the General Mental Health (GMH) Program Manager (PM) at the VA Northern California Healthcare System (V ANCHCS), Mental Health Service.
  • The Program Assistant (MHPL-OA) is the administrative support point of contact for the Mental Health Service and the various site/programs supporting the Stockton, Modesto, and Sonora Outpatient Clinics.
  • The Program Assistant (MHPL-OA) is the primary point of contact for internal and external customers of the VA and is expected to perform his/her duties with a high degree of excellence and littler to no supervision.
  • The Program Assistant (MHPL-OA) is expected to perform the clerical assignments associated with office management, to include but not limited to, program correspondence using approved methods of communication such as email, telephone, instant message, written memoranda, secure messaging, etc., office supply ordering (e.g. MJL Enterprises) Equipment Inventory List (EIL) quarterly review and updates, submitting and tracking work order requests for the Office if Information Technology (OI&T), Biomedical System (DMS) updates to Service Leadership regarding people, equipment and processes.

Work Schedule: Monday-Friday / 8:00 a.m. - 4:30 p.m.

Physical Requirements: The work is primarily sedentary. The Program Assistant (MHPL-OA) may sit comfortably to do the work. Some walking, standing, bending, carrying light items and occasional errand runs are required. Travel may be required to other NCHCS sites as needed. There are no unusual physical demands.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-7 grade level: One year of specialized experience (equivalent to the GS-6 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience in program administration and management; assistance with day-to-day operational duties; Communicate effectively both verbally and in writing with variety of individuals; Problem solve and apply decision making skills. sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting, compiling, managing and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.).
There is no educational substitution for the GS-07 Level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
