Duties

Serves as liaison between Chief of Surgery and professional staff, clerical staff within the Service, and administrative/clinical offices in the hospital that include the Office of the Director, Chief of Staff, Medical Service, Pathology and Laboratory Medicine Service, MAS, Human Resources Services, Fiscal Service, etc. Manages incoming, outgoing correspondence for surgery service and ensures dissemination and appropriate routing. Logs in/out correspondence, to include HR actions and requests for tracking purposes. Ensures correspondence meets required facility standards. Responds to inquiries from facility staff, NSO (National Surgery Office), VISN and congressional staff. Obtains information from appropriate staff members and prepares responses or follow-up to ensure a response is made in a timely manner. Also acts as liaison between the University of South Carolina, School of Medicine and the Department of Surgery, Ophthalmology, Orthopedics and Anesthesiology at Richland Hospital. Must have solid knowledge of multiple systems and current computer technology.
Performs administrative duties supporting the Chief of Surgery and other staff within the surgery service line. The incumbent is familiar and has knowledge of VA regulations, local Medical Center Memoranda/policies and standard operating procedures. Has knowledge and understanding of VA medical care, priorities of care, release of information and basic knowledge of NVCC/Fee/Choice process. Must be capable of answering questions of administrative nature with authority or know the proper authority to contact for desired information. Prepares a variety of formal/informal materials and documentation such as meeting agendas, documenting minutes, informational packets/handouts, meeting invitations and notifications, etc. Tracks and follows up on meeting action items to ensure all necessary actions are completed.
Serves as the Records Liaison Officer subject matter expert identifying and resolving issues regarding to the creation of records, filing and record retrieval and disposal in accordance with regulations. Advises personnel of priorities, implementation plans, restrictions and other limitations to ensure compliance with the Federal Records Act of 1950.
Functions as the Personal Identify Verification (PIV) Sponsor and Talent Management System (TMS) administrator in collaboration with the Chief of Surgery Service and the Administrative Officer of Surgery Service. Incumbent generates reports to ensure staff compliance with mandatory facility and Agency training requirements. Tracks and monitors staff compliance, provides customer service and technical assistance to staff maneuvering TMS.
Keeps the Chief of Surgery and the surgical service personnel informed of changes in regulations and policies that affect the service and must relay instructions, both oral and written from superiors to subordinates. Must be conscientious regarding the confidentiality of material that will be handled. Practical knowledge of an extensive body of the organization's rules and regulations governing confidentiality, including but not limited to the Privacy Act, HIPPA, the Freedom of Information Act (AOIA), and 38 U.S.C.7332 governing the release of records.
Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: duties involving many related and unrelated sequential steps, processes, and methods. This requires prioritizing duties, recognizing differences in situations, making appropriate decisions and selecting the correct course of action. Knowledge of policies of the Department of Veterans Affairs and Health Care Center to review outgoing correspondence to ensure conformance, review incoming issues which may affect staff and take appropriate action, provide background material when responding to phone inquiries or correspondence as well as arrange meetings and appointments. Knowledge of office functions to screen telephone calls and visitors, prepare and review correspondence, and perform other administrative work of the organization. Extensive knowledge of the Privacy Act and HIPPA requirements, and ability to discreetly handle confidential personnel and medical information to monitor release of medical information. Ability to interpret and apply regulatory and procedural requirements in order to process unusually difficult and complicated transactions.
There is no educational substitution for the GS-06 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
