Summary
THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)
This position is part of the IN JFHQ J5, Indiana National Guard under Position Description Number PD#T59117P1.

Clarification from the agency
*Area 1 - All On-Board T5 NG employees within the INNG (Any Tenure).
*Area 2 - All T32 Excepted Technicians within the INNG (Any Tenure).

*Area 5 - All U.S. Citizens.
Duties
  • Serves as the primary staff director for developing joint integration plans, joint training, joint Professional Military Education and exercise programs, and to develop the action plans to implement approved joint strategies for the department.
  • Serves as the senior strategic and long-range planner and consultant responsible for developing the Joint Force Headquarters-State view of the future and implements detailed strategic policy, plans, initiatives and concepts.
  • Reviews Department of Defense (DoD), Department of the Air Force (DAF), Department of the Army (DA), National Guard Bureau (NGB), Army National Guard (ARNG), Air National Guard (ANG) and other agency planning documents.
  • Conducts and oversees the completion of detailed studies in response to the state Adjutant General and Chief Joint Staff requests and prepares executive summaries, information papers and briefings for internal and external audiences.
  • Performs other duties as assigned.

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.

  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications
GENERAL EXPERIENCE: Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, training, or knowledge analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Knowledge of and skill in planning and coordinating joint exercises, in order to facilitate joint and interagency operations. Coordination is with National Guard, Reserves or active duty components within the state or in neighboring states. Knowledge of policies and requirements for the development and analysis of the State long-range force integration plan in order to integrate new doctrine and force structure while still maintaining acceptable readiness levels. Knowledge of automated data systems to maintain information. Must have at leas 12 months of specialized experience equivalent to the next lower grade level.

The Human Resources Officer (HRO) is the final approval for all ETP waivers. If approved, the memorandum will be returned to you and then submitted with your application.
Education
You may combine education with specialized experience to meet the length of experience requirement for GS-12. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. Contact the INNG HR Office for information about this policy. TAG is final approval authority for incentive programs (applicable to new Federal employees or those with a 90-day break in service). This must be approved prior to your appointment date.
