Job description


The Environmental and Community Services Section is seeking a Project Program Manager III - Real Estate Acquisition Specialist. This is fabulous opportunity to join a highly functional team that strives to delight the customer in a remote working environment by delivering sound guidance and property rights for our capital projects. The position will have a strong focus on the customer, work life balance, and coming to work to engage teams in providing essential public projects for our community.
In this position, you are expected to be the subject matter expert and your responsibilities include developing strategies and to guide project teams through obtaining property rights and meeting the relocation requirements that are necessary to ensure project delivery per established schedules. This is an ideal position for individuals who seek out solutions, establish relationships, and can master complex property issues for both real property acquisitions and relocations.

Who is Eligible - This position is open to the general public and all King County Employees. This recruitment may also be used to fill future career service, TLT and SDA opportunities.
Working Conditions:
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Work Location:
Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.

Work Schedule:
This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.
Union Representation: This position is represented by Technical Employees Association (TEA).

  • Manage the right-of-way acquisition process for WTD projects from project scoping through to construction and closeout in compliance with eminent domain acquisition regulations and collaborate with project managers during the project development process to ensure sufficient property rights to construct, operate and maintain projects
  • Compose scope of work and manage contracts with independent fee appraisers and right-of-way consultants and provide guidance to the contractor. Manage consultant progress of work and review invoices for payment
  • Obtain rights of entry for preliminary project scoping and design activities such as survey, geo-technical and environmental studies
  • Negotiate for the acquisition of right-of-way necessary for construction of WTD projects in conformance with eminent domain acquisition applicable laws and regulations
  • Analyze, prepare, acquire, and review real property agreements, deeds, easements, leases, permits and licenses
  • Calculate relocation benefits and provide relocation assistance to individuals and businesses required to move because of public land acquisition
Minimum qualifications
  • Ability to identify strategies to ensure successful and timely environmental review and permitting activities.
  • Must possess excellent oral and written communication skills and be a clear communicator with demonstrated ability to work collaboratively with a variety of staff at different levels.
  • Experience managing the work of consultants and consultant deliverables.
  • Be exceptionally dependable in accomplishing work assignments with minimal assistance required and a demonstrated ability to meet deadlines.
Preferred qualifications
  • Designation from the International Right of Way Association, such as SR/WA.
