Job description

Duties

  • Serves as a subject matter expert (SME) and liaison between the Secretary and all agencies with policies, programs, and services on Indian land tenure and Indian Country land ownership patterns and issues.
  • Oversees, analyzes, and evaluates practices, issues, and perspectives throughout Indian Country regarding western and indigenous farming, ranching, and Conservation throughout Indian Country.
  • Ensures that programs and services follow Federal laws and regulations, federal trust and treaty responsibilities, treaty rights, relevant concepts of federal Indian law, and are also culturally sensitive to the needs and norms of tribal communities.
  • Provides expert consultation and advisory services on any potential improvements, policies, assessments, or identified issues pertaining to western and indigenous farming, ranching, and Conservation programs, plans, and related processes.
  • Assesses USDA regulations, memorandums of understanding, and legislative and agency proposals and provides recommendations to the Deputy Director and senior level leadership on possible implications for Indian Country.
  • Conducts special projects such as in-depth research on tribes or tribal regions and office initiatives.
  • Analyzes the statutes, regulations and policies that impact Indian and tenure and Indian Country land ownership patterns and issues, including western and indigenous farming, ranching, and Conservation, throughout Indian Country.
  • Ensures statutes, regulations and policies impact tribal organization program operations and management.
  • Develops informational material about tribal organizations' customs, norms, and other aspects of tribal organizations' culture and shares these with USDA staff who work with tribal organizations.
  • The major duties listed above are at the GS-13 full performance level. Duties at the GS-09, GS-11, and GS-12 will be developmental to the GS-13.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including selective placement factors, specialized experience, and/or education, as defined below.

Selective Placement Factor: This position includes Selective Placement Factors (skill, knowledge, ability, or other worker characteristic basic to - and essential for - satisfactory performance of the job). Applicants must have:
  • Expert experience working with Indian Country farming, ranching, food production, conservation, or related tribal land considerations; and
  • Experience working directly in Indian Country for a Tribal government, Indian Country serving organization, or tribal facing office in farming, ranching, food production, conservation, or related tribal land considerations. and
  • Expert experience in identifying barriers affecting Indian Country farming and ranching.
AND
Minimum Qualifications for the GS-09:
To qualify for the GS-9 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: assisting in the assessment of laws, regulations, and policies related to tribal programs; assisting in the assessment of Indian Country agriculture production, farming and ranching, and/or conservation programs; and collaborating on the analysis of programs and processes for Indian Country agriculture production, farming and ranching, and/or conservation programs.
OR Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B., or J.D., if related.
OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Minimum Qualifications for the GS-11:
You must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as assessing programs and processes in relation to Indian Country agriculture production, farming and ranching, and/or conservation; executing processes, methods, or addressing barriers to improve practices regarding Indian County; and collaborating on outreach strategies to improve the effectiveness of programs in Indian Country.
OR Education Substitution: 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or LL.M equivalent doctoral degree.
OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Minimum Qualifications for the GS-12:
You must possess at least one year of specialized experience, equivalent to the Federal GS-11 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as assisting in policy analysis and review to identify barriers, unusual issues and problems impacting the long-range implementation and administration of a program or other issues impacting Indian Country agriculture production, farming and ranching, and/or conservation programs; and executing programmatic responsibilities pertaining to tribal treaty responsibilities on food production, indigenous world views on agriculture, and Conservation.
Minimum Qualifications for the GS-13:
You must possess at least one year of specialized experience, equivalent to the Federal GS-12 level or higher, that has equipped me with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as serving as an advocate for Tribal Nations to represent their perspectives, cultural relevance, and indigenous perspectives with regard to with policies, programs, and services regarding agriculture production, farming and ranching, and/or conservation programs; performing policy analysis and review to identify barriers, unusual issues and problems impacting the long-range implementation and administration of a program or other issues impacting Indian Country agriculture production, farming and ranching, and/or conservation programs.

You will be evaluated for this job based on how well you meet the qualifications above.
