Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
APPLICATION DEVELOPMENT RELATED EXPERIENCE:
  • 5 years of experience with Application and Business Requirements Analysis.
  • 5 years of experience with .NET Web Application Development in ASP.NET MVC using VB.NET and JavaScript.
  • 5 years of experience with Microsoft Visual Studio .NET.
  • 5 years of experience with MS Visual SourceSafe or Team Foundation Server or Git.
  • 3 years of experience with Microsoft Azure DevOps.
SQL RELATED EXPERIENCE:
  • 5 years of experience with Microsoft SQL Server Database.
  • 5 years of experience with SQL programming inclusive of stored procedures, functions, triggers, DTS packages, scheduled jobs, and linked servers.
  • 5 years of experience with data design/modeling and performance tuning.
  • 5 years of experience with SQL relational databases.
  • 2 years of experience with Red Gate SQL Compare and SQL Data Compare.
QUALITY ASSURANCE RELATED EXPERIENCE:
  • 5 years of experience writing test cases / scripts.
  • 5 years of experience in the collection and analysis of data and software process evaluation and improvements.
  • 5 years of experience with determining and documenting user requirements.
MISCELLANEOUS EXPERIENCE:
  • 2 years of experience with government or health industry software.
  • 2 years of experience with case management software.
  • 2 years of experience supporting and utilizing TEAMS, Skype, and/or webinar tools.
CONTRACTOR RESPONSIBILITIES:
DESIGN:
  • Meet with the project team and other Department staff to manage tasks and deliverables weekly or as directed by the Department.
  • Perform research to determine recommended plan for correcting issues or implementing proposed user modifications as directed by the Department in the assigned support ticket. Document findings in the support ticket.
DEVELOPMENT:
  • Write code, stored procedures, and SQL queries, following the Department's Brain and Spinal Cord Injury Program (BSCIP) Software Application Coding Standards document to
  • perform system functions as directed in the assigned support ticket. Write user help documentation as directed in the assigned support ticket.
INTEGRATION AND TESTING:
  • Develop a test plan for each assigned support ticket to meet user-defined requirements upon completion of all work for the assigned support ticket.
  • Perform testing on system changes by executing test scenarios as directed in the assigned support ticket. Record the test results, defects, and resolution of defects in the support ticket.
  • Perform user acceptance testing (UAT) with the business program staff, following the BSCIP Software Application Testing Procedures document, as directed in the assigned support ticket or prior to a promotion of code to the Production environment.
  • Document findings in the support ticket.
INSTALLATION AND DEPLOYMENT:
  • Promote code modifications from the developer's Local Environment into the Development Environment following the BSCIP Software Promotion Procedures document, using approved Department software, and as directed by the Department.
  • Promote code modifications from the Development Environment into the Test Environment following the BSCIP Software Promotion Procedures document, using approved Department software, and as directed by the Department.
  • Promote code modifications from the Test Environment into the Production Environment following the BSCIP Software Promotion Procedures document, using approved Department software, and as directed by the Department.
