  Job Purpose and Organizational Context

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. 

Within the GPN, the Crisis Bureau (CB) guides UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery. The Bureau is responsible for support to prevention, crisis response, resilience and recovery work under UNDP’s Strategic Plan auspices. On the other hand, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan.  As part of the Global Policy Network (GPN), the Crisis Bureau works in an integrated manner with UNDP’s Bureau for Policy and Programme Support (BPPS) ensuring that issues are fully integrated into UNDP’s development programmes. 

In this context, the Joint Directorate for the GPN provides support to the leadership of the Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB) and serves as the principal management adviser to the Directors and Deputy Bureau Directors of both Bureaux. Turning UNDP’s vision of the GPN into action, the Joint Directorate coordinates joint management actions with the deputy directors and managers of the GPN. With a deep understanding of UNDP’s strategic and operational vision of the GPN, the Joint Directorate creates a dynamic team interaction that empowers teams and units within BPPS and CB to act as critical partners to meaningfully join and collaborate under a nexus approach. Within the Joint Directorate, the Integrated Operations Team [IOT] quality assures and guides the implementation activities of the GPN teams.

The Procurement Support Analyst works under the direct supervision of the IOT Procurement Analyst and overall guidance of the IOT Team Leader in ensuring timely and high-quality procurement service delivery.
 

Duties and Responsibilities  

Procurement Support Analyst will play a key role in implementing procurement strategies within GPN, including managing day-to-day procurement tasks under the supervision of IOT Procurement Analyst while adhering to UNDP rules and regulations and prioritizing client satisfaction. Procurement Support Analyst will be responsible for the performance of the following duties and responsibilities: 

Ensures efficient processing of procurement activities of GPN teams: Ensure the timely and proper preparation of procurement plans; guide GPN teams on effective procurement planning. Guide procurement processes in Quantum, encompassing all procurement methods including but not limited to RFP, RFQ, and ITB, ensuring full compliance with UNDP rules and regulations. Guide GPN teams on key procurement SOPs such as supplier maintenance and above-mentioned methods of procurement of goods & services. Provide GPN teams with guidance/technical advice for the implementation of strategic procurement including sourcing strategy, supplier selection and evaluation, quality management, relationship management, e-procurement introduction and promotion, performance measurement. Provide support to CAP Secretariat on the review of higher value cases for CAP/ACP review and approval. Provide guidance in managing oversight cases, procurement cases and roles in UNall; liaise with ACP, CPT and other procurement focal persons for the compliance of procurement activities. Guide the management of Purchase orders/contracts in Quantum, ensuring adherence to delegated responsibilities. Ensure that Purchase orders and contracts are accurately generated and closed as necessary in Quantum. Address any errors or issues promptly and efficiently to maintain proper functionality of the system. Guide quality assuring supplier profile requests. Advise GPN teams in managing/updating travel profiles and provide support for travel processes when necessary.

2. Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

Organization of training for the operations/ projects staff on Procurement, including needs assessments, technical inputs and support to logistics. Synthesis of lessons learned and best practices in Procurement.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
 

Institutional Arrangement

The incumbent will work office-based;  The incumbent will work under the direct supervision of the IOT Procurement Analyst. The incumbent will be given access to relevant information necessary for the execution of the tasks under this assignment. Given the global nature of GPN teams, the incumbent is expected to be reasonably flexible with his/her availability for liaison with client teams, considering different time zones.

  Required Skills and Experience
  Education:
Advanced university degree (master’s degree or equivalent) in business or public administration, supply chain management or other relevant disciplines is required   Or  A first-level university degree (bachelor’s degree) in the said fields with two additional years of qualifying experience will be accepted in lieu of an advanced university degree.  CIPS level 3 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year. Experience: Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in procurement management at the national or international level is required.   Required skills:   Experience in UNDP Country Office/Regional Hub settings or with a multilateral organization of similar size and complexity.  Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP. Experience or familiarity with obtaining services from individuals and/or companies through procurement processes.  Desired skills:    Experience with UN/UNDP/Development Organization's procurement actions is desirable. Experience with working on ERP system is desirable. Experience in submitting reports to procurement review committees or oversight bodies would be advantageous.   Required Language(s):  Fluency in written and spoken English is required.  Working knowledge of another UN language is an asset.     Disclaimer
