Procurement Supervisor
(WMS 2)

The Department of Enterprise Services (DES) provides centralized business services to state government agencies; to other public entities such as cities, counties and tribes; and to Washington residents. DES' mission is to strengthen the business of government for a sustainable and just future.
About the Opportunity
Within DES, the Contracts and Procurement (C&P) Division is hiring a Procurement Supervisor. In this role, you will provide guidance and leadership to a team of contracting professionals. Your team will be responsible for helping state agencies and political subdivisions access effective commercial solutions, using state buying power to improve the value of every dollar spent, and making it easy to do business with the state. You will interpret and apply statewide procurement and contracting laws, rules, policies, and best practices to the suite of contracts assigned to your team. You will work closely with your team and will be accountable for the team's ability to produce quality work and meet project timelines.
We are seeking someone experienced in providing consultation on complex procurement and contract issues and able to advise and mentor DES staff and customers on best procurement practices and small business participation opportunities. In terms of your leadership style, we need a coach who knows how to build a cohesive professional team that works well together, a facilitator who knows how to delegate work duties as needed, and an advocate of practices and working conditions that achieve inclusion in the workforce and in the way we serve the public. The preferred candidate would have knowledge of state systems, processes, and procedures.

Duties
Some of what you will enjoy doing:
  • Manage a team of professional staff within a procurement and contracting program.
  • Analyze, implement, and manage compliance with chapter 39.26 RCW to provide expert level consultation related to statewide, single or internal procurements and contracting.
  • Manage or conduct complex high-level and high-risk procurement and contracting projects involving multiple parties and millions of dollars for DES or for entities across the state.
  • Influence and help develop major statewide procurement and contracting policies and procedures.
  • Develop and maintain customer partnerships, acting as liaison to assist with and consult on statewide procedures for goods and services procurements and contracting, in accordance with applicable authorities.
  • Obtain, analyze, interpret requirements, rules, policies and other information from electronic and other sources, and provide expert level consultation and support to customer agencies and staff.
  • Demonstrate professional interpersonal skills.
  • Coach and mentor team members on an ongoing basis and provide them with necessary training.
  • Performance manage team members both positively and constructively.
  • Work creatively and collaboratively with others to identify issues, provide analysis, and recommend solutions designed to meet the goals and objectives of the program; independently resolve problems within the scope of position to prevent problems.
  • Work effectively with the Statewide Procurement Manager, the Assistant Director and other executives, supporting strategic and tactical business plans for the program and management decisions.
  • Exercise reliable independent judgment consistently, within scope of position's authority.
  • Participate in work groups or other initiatives affecting statewide agency and state government policies and practices.
  • Contribute to the development of contract general terms and conditions for use in state contracts.
  • Improve the efficiency of procurement and contracting processes.
  • Review, approve, and execute contracts ensuring compliance with applicable rules, policies, and procedures.
  • Learn new methods, including those employing new software, programs or platforms, as may be required to complete assignments.
  • Travel to any area of Washington State or out-of-state and remain overnight, as necessary.

Qualifications
Required Qualifications:
  • Bachelor's degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field; AND
  • Five (5) years of experience in contract negotiations and management, supply chain management, contract cost or price analysis, or other directly related fields.

**Note:
  • Master's degree in one of the above academic disciplines may be substituted for one (1) year of the above experience.
  • A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for two (2) years of the above experience and the required education.
  • Additional qualifying experience may be substituted, year for year, for the required education.

AND
  • A minimum of (1) year of supervisory or leadership experience.

  • Knowledgeable in the use of word processing, data base, and other hardware and software effectively.

  • Ability to evaluate and enforce safety rules for the well-being of the staff.

Preferred/Desired:
  • Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or equivalent certification
  • Member of a state bar association
  • Knowledgeable of Washington state laws and regulations governing government contracting
  • Excellent customer service
