Summary of Duties:

Reporting to the Associate Director for Contract Services and assisting the Vice Chancellor for Finance and Administration at WSU Tri-Cities in prioritizing requests from the Institute for Northwest Energy Futures and the Tri-Cities Campus, you will serve as a key member of WSU Procurement & Contract Services. You will be responsible for developing, coordinating, and managing the administration of contracts and purchase orders in support of WSU Tri-Cities and other system activities, in accordance with and on behalf of the system purchasing and contracts offices.
You will have primary responsibility for developing, coordinating, and managing a distinct portfolio of complex, time-sensitive, and effort-intensive contracts for the Institute for Northwest Energy Futures (INEF) and the WSU Tri-Cities Campus along with the overall needs of the University. You will hold a high level of authorization to sign contracts with delegated authority from the President on behalf of WSU. You will be responsible to perform all contract work including drafting, review, and negotiation of contracts, amendments, extensions, terminations, and renegotiations that legally bind the University in accordance with University and WSU Procurement & Contract Services policies and practices. Contracts may include activities such as contracts for purchased goods, services, personal services, performers, revenue agreements; health care agreements; inter-agency agreements; student affiliation agreements; academic agreements; miscellaneous business and procurement agreements. You will handle the competitive processes when required for goods or services as needed by the INEF and WSU Tri-Cities and will exercise discretion on the appropriate use of purchase order and contract mechanisms.
You will provide day-to-day management, coordination, and oversight of the purchasing activities at WSU INEF and the Tri-Cities Campus and utilizes system-wide workflows to manage and coordinate priorities with the Vice Chancellor and will report to and coordinate with the Procurement and Contract Services Office for the drafting, review, and negotiation of University contracts, purchase orders, and competitive processes.
You will monitor campus workflow, campus priorities including contract and PO status information, , work quality; standardizes processes and performance expectations; conducts and manages Campus staff training and provides Campus guidance; and serves as a member of the Contract Services leadership team. You will work closely with the Associate Directors of Procurement & Contract Services to ensure that contract, purchase orders, and competitive process assignments are processed within the campus delegated amounts or otherwise sent to the central Purchasing or Contracts team for finalization or signature. You will be responsible for processing requests for, coordinating with and informing fiscal staff in accordance with department policies and processes, managing cross-training, and creating, presenting, and monitoring reports on workload and output.


You will oversee contract requests ,purchase requisitions, and purchase orders of up to $250,000 (or as may later be revised to meet then current policies and/or procedures).


Required Qualifications:

  • A Bachelor’s degree in a field relevant to area of specialization and three (3) years of experience directly related to the specialty area. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

  • Excellent interpersonal and communications skills.

  • Experience in customer service.

  • Experience managing multiple projects and establishing priorities.


Preferred Qualifications:

  • An additional three (3) to five (5) years, for a total of at least seven (7) to nine (9) years of experience directly related to the duties and responsibilities specified, including reviewing, negotiating, and drafting of complex contracts.

  • JD or Masters degree in a related field.

  • Over one (1) year of supervisory experience.

  • Experience with and responsibility for training.

  • Familiarity with different types of contracts and the time and effort required for processing of the same.

  • Experience working with databases and work management systems.

  • Ability to interpret, explain, and apply complicated rules, regulations, and policies.

  • Demonstrated ability to assess business and legal risk, make independent decisions based on sound judgment, and collaborate with other offices/officers to problem solve and address cross-functional issues.

Monthly Salary:

$5,337.47 - $8,175.11

In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range. For additional information, please review WSU’s Administrative Professional Compensation.
