About the Position
The Process Safety Management (PSM) Specialist is responsible for ensuring that the plant PSM program is compliant with Occupational Safety and Health Administration (OSHA) regulation 1910.119. The PSM Specialist is responsible for all 14 elements of PSM: Process Safety Information, Process Hazard Analysis, Operating Procedures,
Training, Contractors, Mechanical Integrity, Hot Work, Management of Change, Incident Investigation, Compliance Audits, Trade Secrets, Employee, Participation, Pre- startup Safety Review, and Emergency Planning and Response.The PSM Specialist is responsible for developing, managing and/or maintaining the Process Safety program and its components.
Responsibilities
Monitors, maintains, and audits Management of Change (MOC) and Pre Start Up Safety Reviews (PSSRs).
Manage the Process Hazard Analysis (PHA) process including preparing all necessary documentation for reviews and facilitating review meetings. Drive hazard reviews using HAZOP (Hazard Operability Study), what-if and checklist methodologies. Expand PHA process to include Layer of Protection Analysis (LOPA). Organize action items, assign to responsible person and track to timely completion.
Accountable for preparing and completing plant PSM internal and external audits, including OSHA VPP. Ensure completion of any action items in a timely manner.
Ensure work instructions and standard operating procedures are updated and communicated to affected associates. Lead completion of any necessary training. Assist Engineering Department to ensure Piping and Instrumentation Diagrams (P&IDs), equipment files, and Process Safety information are updated as require
Support Health and Safety department with Hot Work, Incident Investigation, Emergency Planning and Response. In addition to PSM elements, also support Industrial Hygiene, Job Safety Analysis, Lock-Out Tag-Out (LOTO) programs.
Education and Experience
Bachelors Degree in Chemistry, Engineering, or related field
Masters Degree in Chemistry, Engineering, or related field preferred
1+ years of related experience in an industrial manufacturing safety position
PSM certification or ability to become certified
Experience with OSHA regulations and external audits - Desire
Skills and Abilities
Exposure to occupational safety, industrial hygiene, and ergonomics
Ability to interface with governmental agencies, trade associations, management, union leadership, and inspection contractors
Basic knowledge of MOC/PSSR process and inspection/test procedures used to assess vessels, tanks, piping, and heat exchangers
Strong computer skills in SAP and Microsoft Office tools
Excellent written and communication skills
Must be a team player that is self-motivated and capable of managing multiple tasks
