Job description

The Process Improvement Engineer is a key member of the Department of Innovation and Performance (I&P) driving the transformation of the City of Pittsburgh government to a high performing organization. A Process Improvement Engineer is expected to be facile in improvement methodologies and experienced in coaching people at all levels of the organization. They are also expected to lead key initiatives for the Operations Performance Excellence Team and to participate on a wide variety of projects with other I&P staff members.

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show (2) two years of full-time, progressive responsibility in organizational and project management; performance improvement (Lean, Six Sigma, PDCA, PMP, or other related experience) as an internal coach, external consultant and/or in a leadership position. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Business Administration, Industrial Engineering, Public Administration, Operations Research, Technology, or a related field. Master's Degree highly preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • Supports projects for Process Improvement in client departments.
  • Recommends methods for optimizing use of personnel, materials and utilities.
  • Supports efforts to foster data-driven decisions - integrating open data and performance improvement.
  • Supports the improvement and innovation portfolio of assigned departments and issues.
  • Coordinates and implements quality control procedures to maximize process reliability and resolve process problems.
  • Trains and builds the capabilities of departments and their leadership teams to develop and implement strategy, monitor performance, continually improve and innovate.
  • Builds capacity and capability across the City by teaching performance improvement disciplines such as Lean, Six Sigma, PDCA, and Process Improvement to City employees through focused learning events, workshop facilitation and coaching.
  • Documents projects according to department policy, facilitates meetings with diverse stakeholders to identify problems, and recommends an approach to address the root causes of problems.
  • Teaches others to map the current state of business, service and production processes and coaches them to solve problems.
  • Periodic travel may be required.
  • Performs all other duties as assigned or required.
