About the position
ThePrint and MailOperations Manager (PMOM) is a key position that is responsible for delivering exceptional services; reducing the overall cost of state government; and setting a standard for continuous improvements. Responsibilities include providing direct oversight and management to the Print and Mail Services daily operations within the Department of Enterprise Services Business Resources Division. This position will provide leadership and guidance to multi-discipline teams that develop reliable information, evaluate, and make information-based decisions on changes to standard processes, systems and policies that are intended to improve processes, reduce risk, remove barriers, facilitate better customer service, and increase use of services. This position will also lead, plan, design, implement and participate in change management processes.
This management position is expected to influence a shift in the culture through effectively following the Lean Principle of Customer (both internal and external) defined value as a primary focus in prioritizing all activities. As an integral part of developing a successful business culture, this position will transfer knowledge of project management and Lean problem-solving processes that enable teams and individuals to independently lead and implement initiatives. You will also encourage promoting the practice of respect for people, openness, trust, safety, transparency, collaborative problem solving, managing with data and incremental continuous improvement with an emphasis on coaching and mentoring to internally practice teaching, questioning, listening, suspending assumptions, supporting, observing, empowering, appreciating, and inspiring staff.
The PMOM works with thePrint and Mail Program Manager (PMPM) to develop integration strategies for Print and Mail services that are duplicative or may result in synergies that benefit the State of Washington and develop relevant best practices within each line of business, while striving to stay apprised of industry standards. You will also be responsible for developing and implementing growth opportunities between Printing & Imaging, Consolidated Mail and Production Services, while creating long-term value for DES and its customers.
This position has shared accountability with the PMPM for the development and maintenance of all the resources assigned to Printing and Imaging, Production Services, and Consolidated Mail Services programs annual budgets ($50 million annually) and staffing resources (135 FTE's). This role also has significant decision-making accountability and responsibilities regarding all facets of managing these business lines. In addition, the OM will provide direct management of Printing & Imaging, Consolidated Mail and Production Services to ensure programs are aligned with the business mission and operate on a positive net income basis. The PMOM reports to the PMPM of the Business Resources Division and is a member of the programs management team.
The PMOM's role is recognized as a Continuity of Operations Plans Designation - for Disaster or Emergency Recovery. The selected candidate will be required to perform the duties that may differ from normal duties and would be temporary - lasting only as long as necessary to resume normal operations. Duties
Some of what you will be doing
The selected candidate will work with the PMPM:
  • To develop and implement policy, standards, and guidelines related to Print and Mail
  • Collaborate with the PMPM in the development of business plans, long term strategies and customer service strategies
  • Develop biennial budgets for Printing and Imaging, Production Services and Consolidated Mail Services to include development of appropriate rate strategies to ensure programs are providing value and maintaining cost recovery
  • Monitors the operations' biennial budgets and expenditures and make changes as necessary; proactively seek efficiencies and cost savings in all aspects of operations
  • Assures appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities; guide, mentor, and develop managers and line staff for success; ensure that employees' workloads are reasonable, employees are properly trained and supported, employees accomplish assigned tasks in a timely manner, and excellent employee job performance is recognized and acknowledged
  • Provides expert level consultation services, to customers, for each line of business
  • Set goals, provide direction, and maintain the quality control, continuous improvement, and customer service focus of the operation; maintain the highest standards of personal, professional, and ethical conduct
  • Supports effective communications throughout the organization and establish and maintain excellent internal and external communications and working relationships
  • Ensures that program rates are set prior to each biennium, and agency financial impacts are developed to help ensure customers have accurate information to develop their internal mail budgets
  • Responsible for developing corrective action plans for areas that are not meeting financial health goals

Qualifications
Required Qualifications
  • Bachelor's degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) with major course work in business management, public administration, or a closely related field
    AND
  • Five (5) years of management/supervisory experience that includes, assigning and directing work, setting expectations, preparing work schedules, setting performance objectives, conducting performance reviews, and developing performance expectations for individual employees
  • Demonstrated ability to manage budgets and financial plans
  • Have a clear understanding of profit and loss statements
  • Knowledge of business planning, strategic plan development, stakeholder facilitation, coaching
  • Knowledge, and experience working on major project teams
  • Ten (10) years of experience in Print and/or Mail Operations environment
*Additional qualifying experience may substitute, year for year, for educational requirements - experience may be concurrent*

Preferred/Desired Education, Experience, and Competencies
  • A minimum of 10 years' experience in managing a diverse, multi-shift workforce in a manufacturing setting and recognizes the importance of running a customer centered business

Working Conditions
Primarily operates within an indoor office setting to constantly manage multiple tasks. Daily staff interactions take place throughout a warehouse/production environment.
