Position Title:Principal Accountant - Grant Accounting
Location: Office of Finance
Salary Range: $75,251 - $96,237
Reports to: Senior Executive Director of the Business Division
Bargaining Unit: OSAS
Benefits Eligible: Yes
Telecommuting Eligibility: Eligible for telecommuting up to 60% (three (3) days per week)
In accordance with the Agreement between the Organization of School Administrators and supervisors and the Detroit Public School Community District the following vacancy is announced:
Position Summary:
Under the guidance of the Senior Executive Director, assist the Business Division in the timeliness, accuracy of daily, monthly, and yearly reconciliation of grant expenditures/revenue accounts. This position will work with Grant Compliance, Budget, Procurement, Payroll, and Accounts Payable to ensure all grant transactions are compliant to Local, State & Federal guidelines. Such functions include and are not limited to accounting and financial service functions for programs funded by grants, special revenue, and Medicaid program. This role also requires the individual to provide support for the annual financial audit and other regulatory audits, to prepare various audit schedules and workpapers and prepare the Schedule Expenditures Federal Awards (SEFA).
Minimum Qualifications:
  • Bachelor's degree in accounting or finance from an accredited college or university required; coursework should reflect systematic study in at least two of the following: Business Administration, Accounting, Finance, Economics or Information Technology
  • Minimum of 5 years of work experience in a computerized accounting environment
  • Experience in a public education setting a plus.
  • Experience with PeopleSoft Financials is preferred.

Essential Functions:
The Principal Accountant - Grant Accounting will:
  • Assists with all financial accounting for the district, ensuring timely, accurate reporting and efficient processes.
  • Prepare external and internal financial reports on a monthly, quarterly, and annual basis as required.
  • Coordinate grant reimbursement process. Prepare and submit monthly cash requests for internal and external approval.
  • Monthly, quarterly, or annual reports required by the State of Michigan, Wayne County, Michigan Department of Treasury.
  • Researches and investigates to resolve problems or recommend solutions.
  • Analyze and review financial data in PeopleSoft on an as needed basis.
  • Prepare/Review Final Expenditure Reports as well as assist other district stakeholders by ensuring the team provides necessary documentation for grant reports.
  • Support the district's annual Single Audit and other grant-related audits as identified by the Senior Executive Director of the Business Division.
  • Ensures internal and external customers receive high quality service. Work closely with the auditors in providing the required documentation to identify and correct problems throughout the year.
  • Maintain districts financial reporting and accounting activity for the Medicaid program on a monthly, quarterly, and annual basis.
  • Maintain communications and rapport with grant compliance/central office staff in addition to external stakeholders.
  • Prepare/Review the schedule of expenditures of federal awards.
  • Submit the annual financial data for the district electronically to the Financial Information Database (FID) to Michigan Department of Education
  • Maintain District records per the Records Retention and Disposal Schedule for Michigan Public Schools
  • Fulfill other duties and responsibilities as assigned.

Specialized Knowlege, Skills & Abilities:
  • Must be able to provide evidence of preparing and monitoring budgets, audits, financial statement and analyzing accounts and processing online transactions
  • Experience analyzing and preparing monthly, quarterly and annual financial reports
  • Familiar with computer hardware and software accounting applications. Knowledge of Microsoft Office is a must including advanced knowledge and application of Microsoft Excel
  • Ability to prioritize and self-direct, analyze situations, identify situations where appropriate to make decisions.
  • Working knowledge of federal and state regulations related to area of responsibility.
  • Knowledge of principles and practices of governmental accounting.
  • Skill in researching, analyzing, and evaluating complex financial data.
  • Ability to communicate complex information clearly and concisely both orally and in writing.
  • Ability to analyze and interpret data for accuracy. Detail oriented.
  • Ability to multi-task and while producing accurate, timely, organized work.

Security Clearance:
Internal Applicants
If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
