A non-merit vacancy exists in the Office of Budget and Finance, Procurement Division.
Non-merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties
Under general supervision, responsible for working with Baltimore County contract monitors, prime and sub-contractors to ensure compliance with Prevailing Wage requirements. Keeps abreast of Federal and State laws, rate tables, and other relevant information. Becomes a knowledge leader in the use of the County's cloud solution that is used to manage the Prevailing Wage and Local Hire Program. Ensures complete understanding and full administration of the calculation of fringe benefits (e.g., life insurance, health insurance, pension, vacation, etc.) and reviews certified payrolls and appropriately addresses delinquent certified payrolls. Conducts wage rate interviews. If necessary, visits job sites with contract monitors to ensure appropriate labor and other related information is posted and available to the workforce.
Examples of Duties

  • Represents the Department's interests by attending pre-bid and/or pre-construction meetings.
  • Gathers information pertinent to assist with related decision-making.
  • Explains Prevailing Wage rate requirements and contractor's responsibilities.
  • Oversees accurate quality assurance of contractor and subcontractors' payroll records.
  • Ensures records reflect necessary information including signed time records, daily work records, completed payroll ledger/journals, fringe benefit records, etc.
  • Systematically audits information and takes appropriate actions in consultation with the Contract Monitors.
  • Interprets and applies Prevailing Wage policies, procedures, and operating standards in determining compliance for an organization or government-based program.
  • Keeps abreast of all applicable federal, state and local wage laws.
  • Serves as lead on Prevailing Wages as issued by the Maryland Department of Labor, Wage and Hour Division.
  • Keeps abreast of apprenticeship laws and related guidelines.
  • Ensures apprenticeships don't exceed ratio permitted in wage and hour schedule.
  • Confirms all appropriate apprenticeship registration with the Maryland Apprenticeship Council.
  • Examines the appropriateness of any apprenticeship agreement.
  • Oversees and maintains files containing all contractors' and subcontractors' payroll reports, affidavits, and related documents, to be available for public inspection and reference.
  • Obtains all pertinent information and documentation from contractors and subcontractors required to complete projects.
  • Ensures accurate quality assurance of contractor and subcontractors' payroll records.
  • Ensures records reflect necessary information including signed time records, daily work records, completed payroll ledger/journals, fringe benefit records, etc.
  • Supplies contractors with any changes in Prevailing Wage Rates and other related information.
  • Conducts regular and annual surveys, as necessary.
  • Assists with writing and maintaining related procedural manual, forms, and web information for Prevailing Wage and local hire.

Qualifications
Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in Business or Public Administration or a related field
plus
a minimum of three years' of experience in monitoring or implementing wage and/or compliance programs.
An equivalent combination of education and experience may be substituted on a year for year basis for the required qualifications.

Health Insurance

Flexible Spending Accounts

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.
Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
