Preconstruction Manager

GCON’s Preconstruction and Procurement Department manages a broad range of scope on behalf of the Company from the procurement of services and materials through the ongoing building and sustaining of GCON’s Supply Chain. GCON’s Preconstruction and Procurement Department is responsible for Services and Materials Contracts, Supply Chain Management (which includes Supplier Pre-qual Process, Selection, Management, and Report Card processes), and the smooth transition between the Pre-Construction, Procurement, and Project Operations Departments during the project lifecycle.

Role and Responsibilities

The Preconstruction Manager is responsible for developing, negotiating, and executing subcontractor agreements for specific scopes of construction work; developing and maintaining a healthy supply of high-quality subcontractors in all disciplines; and developing a robust supply chain management process. Key responsibilities are listed below, may not be exhaustive:

  • Manage procurement processes, practices, policies, and staff across multiple market sectors for the Company.
  • Develop and implement bidding strategies for competitive bids and proposals in partnership with Project Operations Departments.
  • Evaluate available subcontractors to determine optimal selection for project.
  • Manage master subcontractor and vendor lists and pre-qualification processes.
  • Foster relationship with subcontractor community, including Underrepresented Business Enterprises (UBEs), to monitor workloads, trends, and market conditions.
  • Maintain ongoing communication with project staff about subcontractor’s performance.
  • Promote effective communication, collaboration, and alignment of pre-construction and procurement teams within multiple market sectors.
  • Contribute to Business Development presentations and proposals.
  • Manage team to develop general and special conditions, safety requirements, and scope requisitions for each project to ensure that scope, schedule, UBEs, (or other hiring requirements), and insurance and bonding requirements are clearly defined for bidders.
  • Ensure contracts incorporate Company standards for policies and practices (e.g., Quality Control, Safety, Business Ethics).
  • Develop comprehensive understanding of Owner contracts to ensure compliance with relevant requirements.
  • Manage team to establish procurement schedule for projects.
  • Manage bid, scope, review meetings, negotiations, and award processes for all subcontractors and vendors, ensuring compliance with project-specific requirements and budget.
  • Manage Subcontractor Approval Requests process.
  • Work with Project Operations Department to manage subcontractor failures, claims, liens, surety issues, and related matters.
  • Oversee subcontracting process through to execution.
  • Oversee insurance and bonds compliance for contracts.
  • Conduct subcontractor evaluations at project completions, in conjunction with Project Operations, and implement continuous improvement opportunities.
  • Lead and develop teams, provide professional development opportunities, and engage in coaching and mentoring relationships to instill deep knowledge and capabilities within the Procurement Department.
  • Foster teamwork, open communication, and collaboration across business unit and market sector teams.
  • Deliver timely performance feedback to managed staff and contribute to performance appraisals during annual performance cycle.
  • Other activities, duties, and responsibilities as assigned.

Qualification and Experience

  • Bachelor’s Degree from accredited degree program in Construction Management, Engineering, or Supply Chain Management, or a minimum of 7 years of related experience, or equivalent combination of education, experience, or training.
  • Minimum of 3 years’ experience as a Preconstruction or Purchasing Manager, preferably with a national construction manager company.
  • Experience in construction industry and knowledge of related construction operations.
  • Extensive procurement experience, well versed in procurement policies, procedures, and practices.
  • Adept at risk analysis scenarios related to contract awards.
  • Ability to read, understand, and interpret contract documents, drawings, specifications, scopes of work, and project schedules.
  • Advanced knowledge of accounting processes and practices.
  • Thorough understanding of contractual language, indemnity, insurance, and company policies.
  • Proficient in communicating with stakeholders to inform of procurement decisions.
  • Strong negotiating experience and skills.
  • Demonstrated leadership from within, strong teamwork, personal accountability, and building professional relationships.
  • Experience overseeing, managing, and advancing staff.
  • Work in a non-structured environment with multiple project teams and ability to set priorities.
  • Analytical thinking, good judgement, and problem-solving skills.
  • Honesty, integrity, and uncompromising ethics.

Physical Requirements:

  • Must be able to traverse and inspect all areas of jobsite in all types of weather; this may include walking, climbing, reaching, bending, crawling or stretching.
  • Standing/Walking/Sitting: Workday is combination of standing, walking, and sitting.
  • Legs: Must be able to climb stairs.
  • Hands/Arms: Constant use of hands/fingers for mouse/keyboard/computer use
  • Vision: Visual acuity in near, mid, and far range. Color vision, peripheral vision, depth perception, hand/eye coordination
  • Hearing: Sufficient to hear conversational levels in person and over the telephone and radio; sufficient to hear alarms on equipment
  • Speech: Sufficient to make oneself heard in person, speak in front of groups, and be understood over the telephone and radio
  • Lift/Carry: Up to 50lbs.
  • Bending/Twisting: Minimal
  • Kneeling/Crouching/Crawling: Minimal
  • May require travel.
  • Exposure to characteristic construction site dangers
