Summary
This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month.

Duties
The primary purpose of this position is: to serve as an Air Reserve Technician (ART) journeyman mechanic that troubleshoots, tests, repairs, modifies, overhauls, services, and dispatches powered ground support equipment and to train reservists in the accomplishment of tasks set forth herein. Incumbent must meet all requirements of the Personal Reliability Program for a controlled position.
DUTIES:
1. Performs preventive maintenance on ground power SUPPORT SYSTEMS and routine and special inspections of all scheduled equipment. Performs major maintenance on ground support equipment such as power sources, major components, support components, and associated components.
2. Maintains records and documents actions. Maintains and controls tools.
3. Utilizes safety practices and procedures and complies with following established security and safety rules and regulations and maintains a safe and clean work environment.
4. Certifies work produced under the USAF Technical Order Program. Dispatches support equipment.
5. Cleans work area and equipment.

Qualifications
This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure.
This is a Term Appointment Not-to-Exceed 23 Sep 2028. If you are selected for this position, your appointment may be extended to the maximum period allowed by law without further competition.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Family series. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of Power Support System Mechanic Without More Than Normal Supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of principles of electricity (AC/DC), solid state circuitry, and safety rules and regulations pertaining to POWERED SUPPORT SYSTEMS and equipment placement around aircraft, radio discipline and flight-line driving procedures. Knowledge of safety and security requirements as outlined in applicable standards, regulations and policy statements.
2. Knowledge of the theory and operation of internal combustion diesel and gasoline engines. Knowledge of the operation of emergency generator power systems.
3. Knowledge of regulations, procedures, and policies related to records maintenance and documentation. Knowledge of tool, equipment, and materials accounting, security and of USAF Technical Order Program and its procedures.
4. Skill in reading, interpreting, and using wiring diagrams, schematic drawings, technical orders, technical publications, and similar guides. Skill in using hand and power tools, instruments, test equipment, and electrical meters to include special tools such as hydraulic knock-out tools, hammers, drills, valve spring compressors, and micrometers.
5. Skill in installing, operating, inspecting, maintaining, repairing, and modifying generators, automatic transfer switches, and uninterruptible power systems; and in maintaining, overhauling, repairing, and reconditioning internal combustion engines, both diesel and gasoline. Skill in troubleshooting complex situations related to electrical power generators.
6. Ability to apply shop procedures, policies, written and oral instructions, and directives sufficient to provide training to others. Ability to repair jacks, ladders, platforms, trailers, stand other non-powered equipment and to clean work area and/or job site upon completion of work.
OTHER SIGNIFICANTS:
1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in Unit Training Assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
2. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.
3. Performs other related duties as assigned.
4. Incumbent must maintain PRP status as a condition of employment and must qualify for and maintain the appropriate security clearance as well as maintaining all other PRP requirements for a controlled position.
ENVIRONMENTAL FACTORS:
May work inside or outside. Inside work involves frequent exposure to drafts, changing temperature, and loud noise. Outside work may involve exposure to bad weather, rain or snow, or wet or icy conditions. Both inside and outside, frequently exposed to irritation or discomfort from dust, heat, fumes, and hard damp floors or surfaces. May work on parts and systems which are dirty and greasy and which may be dangerous to operate or repair because of defects. Incumbent is frequently exposed to the possibility of receiving cuts, burns, bruises, strains, and electrical shock while repairing, positioning, adjusting, and moving equipment, and is exposed to the possibility of receiving burns and skin irritations from acids, fluids, and lubricants. To reduce the dangers and irritations from the above conditions, the incumbent must follow numerous safety procedures and wear equipment such as protective eye glasses, ear devices, hard hats, hard-toe shoes, respirators, gloves, and clothing. Some of these safety items may be uncomfortable to wear or use, and may be worn or used for long periods.
FUNCTIONAL REQUIREMENTS:
Performs work which involves frequent bending, reaching, crouching, standing, and arm movement. Sometimes must work in awkward positions or cramped areas. Must frequently lift and carry items weighing up to about 40 pounds and lift heavier items using jacks, hoists, or helpers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
