Position Overview:
As a Power Systems Engineer for RCOH Propulsion Systems Engineering Support, you will play a crucial role in assisting the Naval Sea Systems (NAVSEA) Ship Design Manager (SDM) in managing the execution and planning of CVN 68 Class Aircraft Carrier refueling complex overhauls (RCOH). You will be stationed at Supervisor of Shipbuilding Newport News (SUPSHIPNN). You will be responsible for supporting the Power Systems Integrated Process Team (IPT), participating in various Integrated Product Teams (IPTs), and contributing to the development, integration, and planning of power system alterations and repairs, with a primary focus on Propulsion Systems.
Responsibilities:
Your specific duties will include, but are not limited to, the following:
  • Participate in NNS and SUPSHIPNN RCOH execution meetings to maintain visibility of technical issues related to repairs and modernizations.
  • Develop the NAVSEA response to Design Liaison Action Requests (DLARs), Liaison Action Requests (LARs), Inspection Reports (IR), Fleet Modernization Requests (FMRs), Steam Plant Action Requests (SPAR), and Departures from Specifications (DFS) related to RCOH.
  • Coordinate joint RCOH troubleshooting efforts during execution, collaborating with NNS, SUPSHIPNN, NAVSEA 05Z, NAVSEA 08, NSWC, and PPEA.
  • Liaison with various technical agencies to plan the propulsion and electrical systems work package.
  • Provide support to the Power IPT, responsible for identifying and integrating power and Propulsion Systems Availability Work Package (AWP) items, including modernization and repair items.
  • Review Ship Installation Drawings (SIDs) and Cost Data Sheets (CDS) for technical adequacy and compliance with applicable SCDs or Ship Alteration Record (SHIPALT).
  • Ensure that GFI (Government-Furnished Information) is technically accurate and delivered to the shipbuilder within schedule.
  • Review Liaison Action Requests (LARs), SPARs, and DFS for applicability to RCOH planning.
  • Support meetings and working groups as needed, including planning, coordination, presentation preparation, and development of meeting minutes.
  • Review and provide feedback on design studies and technical evaluations completed by the shipbuilder and other Government activities.
  • Participate in sea trials and assist in resolving or screening sea trial cards.
  • Conduct shipchecks, shipbuilder visits, and SUPSHIP visits as directed by the SDM.
  • Respond to other SDM action items in the area of Propulsion Systems as required.

Requirements and Qualifications:
  • Experience in Power Systems Engineering, with a focus on Propulsion Systems.
  • Familiarity with CVN 68 Class Aircraft Carrier refueling complex overhauls (RCOH) is preferred.
  • Knowledge of NAVSEA processes and procedures related to ship modernization and repair.
  • Strong communication skills, both written and verbal.
  • Ability to work collaboratively in a team environment.
  • Willingness to travel as directed by the SDM, with an expected travel duration of less than 5 days per quarter.
  • Periodic visits to ships in the shipyard to identify problems and ensure effective work package development.

Physical Requirements:
  • Ability to conduct shipyard visits, including climbing ladders, walking long distances, and accessing shipboard spaces.
  • Ability to lift objects weighing up to 50 pounds.

Clearance Requirements:
  • United States citizenship and an active Secret clearance.
