Job Summary
The Grants and Contracts Officer (GCO) will be a part of the Core Team at the Nora Eccles Harrison Cardiovascular Research and Training Institute (CVRTI) at the University of Utah Health Sciences Campus. The CVRTI integrates professors and trainees across academic departments to nucleate a campus wide cell-to-bedside approach in cardiovascular education and research and includes 16 investigator faculty members with independent laboratories.
We are looking for an experienced individual to join our Grants Team. The GCO will be responsible for overseeing pre- and post- award grants management. This position assists investigators by performing administrative and technical functions associated with grants, contracts, and other agreements from external funding sources. The grants administrator also serves as a liaison to the Office of Sponsored Projects (OSP), Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), the Office of the Vice President and Research, and other campus entities as necessary.
Strong communication and organizational skills are necessary as is an ability to remain positive in interactions with CVRTI and larger University of Utah faculty and staff.
Responsibilities
Provides expertise and guidance regarding the submission of grant and contract proposals to faculty principal investigators (P.I.), departmental administrators and other support staff; determines the proposals adherence to funding agency and University of Utah policies, guidelines and procedures. Processes awards for successfully funded grants and contracts.
Coordinates activation of new account numbers with the office of Research Accounting. Provides assistance to expedite continuation awards for faculty principal investigators. Provides expertise to minimize audit disallowances caused by inappropriate expenditure of funds as directed by agency and institutional policies. Assists federal and state auditors in policy interpretation of agency requirements. Maintains a current knowledge of expanding and changing federal, state and University laws and requirements governing externally funded grants and contracts. Efficiently reviews proposals for completeness and assists with the adherence of required institutional documentation and deadlines.
After completion of the awarded project, assures compliance with agency requirements regarding final reports, both technical and financial, equipment inventory, and other essential closing documents. Assists departments and P.I.'s in the design, preparation and budget computations for grant and subcontract applications; and in the completion of research proposals being submitted to funding agencies, assuring compliance with all legal and fiscal regulations.
Approves and initiates account budgets for all awards received from funding agencies for sponsored projects and monitors these accounts via agency (including expanded authorities), and University guidelines to ensure funds received are expended according to established federal, state and University regulations.
Monitors compliance with all health and safety review requirements, and submits approvals to funding agency as required. Writes, prepares and monitors all subcontracts issued from prime grants and/or contracts received by the University. Monitors training projects for compliance with required regulations regarding trainees and stipends. Requests additional or supplemental approvals from the agency when required by a grant or contract; i.e. no cost extensions, carry-over of funds, etc. Makes requests from appropriate entities and submits the required documentation for the timely close-out of completed grants and subcontracts.
Serves as a liaison between the P.I. or his/her support staff and other University departments throughout the period of the grant or contract.
Independently completes complex proposals for a variety of sponsors. Completes complex award administration for activities including award set-up, modification, and maintenance. The ability to work independently and effectively under pressure.
Leading in collaborative work with other teams in the unit or on special projects with minimal manager support
Utilizes prior experiences to identify issues and offer guidance to others
Issues are varied, and involve some evaluation and interpretation. Problems are typically solved through drawing from prior experiences, with analysis of the issue, requiring innovation and creativity.
Applies acquired job skills, policies, and procedures to complete substantive assignments/projects/tasks of moderate scope and complexity

Minimum Qualifications
Bachelor's degree or 8 years of relevant work experience

Bachelor's degree in Accounting, Business Administration, or a related field; two years' experience working with federal or private funding agencies on grants, contracts, or other agreements (preferably within an academic or higher education complex).
