The Policy Writer supports the U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI), Chief of Office (CoS) to facilitate USCIS employee knowledge of OSI’s security and integrity mission and functions through the development of an outreach coordination and external training program; to promote and enhance external and internal communication, collaboration, and partnerships.
Specific duties include but are not limited to:
- Work with OSI divisions and stakeholders to draft and edit directives, instructions, standard operating procedures, and other guidance, including organizing and formatting the information.
- Use agency websites, subject matter resources, and other resources, research issues related to policy.
- Coordinate with OSI divisions and other USCIS offices to shepherd draft policy through the agency clearance process.
- Work with stakeholders to develop deployment plan for communicating and implementing new guidance
- Draft USCIS directives and instructions from national promulgated statutory, regulatory, and departmental policy documents to implement and maintain compliance with EMS program areas.
- Review and coordinate comments of submitted draft National, DHS, and USCIS documents between EMS, leadership management, and appropriate stakeholders.
- Draft technical documentation to provide guidance and amplification to the field and various stakeholders the necessary guidance to execute EMS related programs and requirements.
- Assist leadership and management in development of EMS related memorandums or other products that support communication of guidance and information to the enterprise.
- Support developing written security policies and procedures for extensive range of business processes, incidents, and situational scenarios.
- Examples of products to be produced include Continuity of Emergency Management Directive, Occupational Safety and Health Directive, Occupant Emergency Program Instruction, EMS Collateral Duty Instructions, and Emergency Medical Responder and AED Program Instruction.
- U.S. citizenship
- Associate degree or higher
- Skill and expertise (2+ years) in drafting and/or editing policy and directives for federal agencies
- Basic knowledge and experience in Emergency Management and/or Occupational Health and Safety disciplines
- Expert user of MS Office suite
- Excellent writing skills with attention to detail
- Excellent oral communication skills in order to communicate effectively with subject matter experts and stakeholders
- Successful completion of corporate background investigation, including criminal and credit checks
- Ability to obtain and maintain a government suitability determination/security clearance
