An employee in this class performs a full range of general law enforcement duties. Work includes serving as an assistant squad leader for an assigned shift, reviewing the work of assigned officers and backing up difficult calls; serving as field training officer on the squad; and for providing expertise for special assignments requiring specialized training and law enforcement experience. Employees must exercise judgment, initiative and calm control when performing duties; work involves significant independence of action and judgment. Work also involves frequent public contact, which requires tact, firmness and decisiveness. Work is performed in accordance with departmental policy and state and federal law, supplemented with specific directions from superior officers. Employees are subject to hazards associated with law enforcement work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as dangerous persons, loud noises, and hazardous spills with fumes, oils, gases, or flammable liquids. Work may be subject to OSHA standards on blood borne pathogens. Work is performed under general supervision and is evaluated through observation, discussion and review of reports for adherence to laws, department procedures, community feedback and acceptance, and proper judgment.
Typical Duties and Responsibilities
  • Assists in supervising a squad of officers on the assigned shift; provides technical assistance to other shift officers; reviews squad officer's reports; provides performance coaching and evaluation for assigned staff under the supervision of the Lieutenant.
  • Serves as field training officer for new officers including demonstrating and interpreting departmental policies and procedures and making assessment and written records of trainee progress.
  • Patrols streets in a police car, on bicycle, on foot or by other appropriate means; responds to calls for assistance, complaints, suspicious activity, domestic disputes, loud and disruptive behavior; completes calls by determining true nature of the situation and taking whatever legal or persuasive action is warranted.
  • Investigates traffic accidents; issues traffic citation; directs traffic and participates in other emergency operation activities; maintains vehicle, weapons and other equipment in standards working order.
  • Performs investigations of crimes through observation, questioning witnesses, and gathering physical evidence; performs investigative tasks, arrests and processes criminal suspects; prepares cases and testifies in court concerning observations and activities.
  • Leads and models effective performance including effective community policing principles and practices.
  • Conducts residential and business security checks; talks with the public regarding their concerns within the community with respect to crime and crime prevention.
  • Serves in the absence of the Lieutenant.
  • Assists stranded motorists; gives information and directions to visitors and the general public.
  • In weather emergencies assists other agencies in evacuation, traffic control and emergency follow-up.
  • Performs other related duties as required.

Knowledge, Skills, and Abilities
  • Considerable knowledge of state and federal laws, local ordinances and policies of the police department, especially relating to search and seizure, traffic control, pursuit, and arrest.
  • Considerable knowledge of law enforcement principles, practices, methods and equipment.
  • Considerable knowledge of scientific crime detection and criminal identification methods and procedures.
  • Working knowledge of modern and effective supervisory principles and practices including leadership, motivations, communications, conflict resolution, performance coaching and evaluation.
  • Working knowledge of the application of information technology to law enforcement.
  • Some knowledge of the Village=s personnel and purchasing policies and procedures.
  • Skill in the use of firearms and other police equipment and in the application of self-defense tactics.
  • Skill in collaborative conflict resolution.
  • Ability to provide leadership to and coordinate the work of teams of other officers.
  • Ability to act with sound judgment in routine and emergency situations.
  • Ability to communicate effectively in oral and written forms.
  • Ability to present effective court testimony.
  • Ability to prepare clear and concise activity reports.
  • Ability to build and maintain cooperative and effective public relations with citizens.
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, school students, and other public officials.

SAFETY:
This position requires enforcing and following all Village of Pinehurst and OSHA safety regulations.
PHYSICAL REQUIREMENTS:
  • Must be able to physically perform the basic life operational functions of standing, walking, hearing, kneeling, reaching, feeling, grasping, pushing, pulling, bending, climbing, crawling, fingering, and performing repetitive motions.
  • Must be able to perform medium work exerting up to 50 pounds of force occasionally; and/or up to 20 pounds frequently; and/or up to 10 pounds constantly.
  • Must possess the visual acuity to operate a police vehicle and distinguish details and differences when observing people, places, or things on patrol, and prepare and maintain records.

Minimum and Preferred Qualifications
Graduation from high school supplemented by law enforcement training and specialized training regarding investigations, supervision, field training and other specialized law enforcement courses, and considerable law enforcement experience; or an equivalent combination of education and experience.
Possession of a valid NC driver's license is required. Intermediate Law Enforcement Certification by the North Carolina Criminal Justice Training and Standards Council as a law enforcement officer is preferred. Ability to obtain other required certifications.
