Job Summary:

Oversight of all multimodal transportation planning on the State Highway System within assigned transportation planning regions. Serve as the ADOT liaison for Council of Governments (COGs) and Metropolitan Planning Organizations (MPOs) within assigned transportation planning regions. Implementation of ADOT's performance-based Planning to Programming (P2P) process to develop ADOT's Draft Five Year Construction Program. Management of complex, long-range, multimodal planning studies and consultant contracts/activities. Management of various transportation planning programs.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
COG/MPO oversight responsibilities: serve as ADOT liaison, federal aid compliance, Work Program and Transportation Improvement Program (TIP) oversight, serve on Technical Advisory Committees (requires travel), participate in various duties for local COG/MPO studies (i.e. TACs, review panel, guidance), and approving invoices
Project management responsibilities (transportation planning studies): scope development, oversight of scope/schedule/budget, facilitation, coordination, manage consultant contracts, public & stakeholder engagement (if applicable), and approve consultant invoices
Planning to Programming (P2P) Implementation: coordinate with various ADOT sections and COGs/MPOs/Tribes to identify project needs, assist the P2P Manager in review of project list spreadsheets and databases, review of P2P process revisions & updates, and participate in workshops
Coordinate with federal, tribal, state, regional, and local planning stakeholders on external planning studies, activities, and initiatives
Initiate innovations in planning processes, programs, and studies associated with State and Regional Planning

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Considerable knowledge of planning administration, planning tools, techniques, practices and procedures.
Considerable knowledge of state statutes and federal regulations related to transportation planning and public involvement
Project management practices
Public sector ethics
Skills in:
Communicate clearly, orally, and in writing, with consultants, staff, senior management, appointed/elected officials, planning agency staff, and the public
Facilitate resolutions for complex issues
Manage consultants and project teams
Budget and contract management
Google Workspace and Microsoft Office
Ability to:
Flexibility to work in an office setting and remotely, involving multiple hours of sitting and working via a computer
Multitask various complex assignments simultaneously
Adaptability to changing priorities and deadlines
Travel throughout the State of Arizona for business purposes (overnight stay required on occasion)

Selective Preference(s):

The ideal candidate for this position will have:
Five (5) years of progressively responsible experience in planning, program management, project management, or engineering.
Bachelor's Degree in Planning, Engineering, Public Administration, or a related field, or completion of related coursework or training preferred.
