General Summary
GENERAL SUMMARY:
Performs technical, administrative and supervisory work planning, directing, and coordinating activities at all water and wastewater treatment facilities and lift stations in the City, and ensures all plants are in conformity with all State and Federal regulations. Work is performed under the supervision of the Utility Director and performance is reviewed through reports submitted, reviews, and results obtained.

Duties and Responsibilities
DUTIES AND RESPONSIBILITIES:
  • Ensure all water and wastewater treatment plants meet regulatory compliance requirements for the production of potable water and treatment of domestic wastewater; ensure all regulatory permits are current; participate in permit modification or renewal process.
  • Administer and monitor treatment plant procedures and policies; evaluate the effectiveness of existing policies and procedures and make recommendations for improvements.
  • Plan, assign, direct, oversee, review and evaluate the work of plant operators and contractors involved in the installation, construction, operation, maintenance and repair of all water and wastewater treatment plant systems and lift stations, including machinery and equipment, piping, chemical and biological processes, potable water wells, tanks, holding ponds, and appurtenances; certify that work meets specifications or regulatory requirements.
  • Prepare, monitor, and maintain budget for water and sewer treatment and collection divisions; prepare requests for budget modifications as needed; assist with preparation of capital improvement program.
  • Plan and implement emergency response procedures; maintain adequate security measures; on call 24 hours per day, 7 days per week to respond to emergencies.
  • Assist in master planning efforts; review and make recommendations on treatment plant and lift station upgrades or modifications.
  • Ensure proper calibration of meters monitoring flow, pH, chlorine or other parameters.
  • Ensure proper operation of solids handling systems and proper testing and disposal of residual solids.
  • Manage the City's compliance with National Primary Drinking Water Regulations.
  • Perform water audits as required by St. John's River Management District; monitor wells and reuse systems.
  • Plan for and implement necessary process or equipment modifications; make recommendations for innovative changes to improve performance or reduce costs; monitor potential changes in regulatory requirements and recommend needed plant upgrades or alterations; review plans and specifications for treatment plant and lift station projects; meet with consultants and provide technical assistance with preparation of plans or specifications on equipment and materials.
  • Cooperate and work with Utility Director, plant staff and other divisions, departments, regulatory agencies, engineers, consultants, vendors and the public to resolve problems or compliance issues, exchange information, provide services, investigate complaints or conduct research.
  • Oversee personnel functions for plant operators and Lift Station technicians; conduct performance evaluations; make hiring, promotion, disciplinary, and termination recommendations to Utility Director; schedule personnel to meet regulatory as well as operational and maintenance requirements; maintain division time sheets including overtime and leave records; ensure plants and lift stations are staffed with properly certified operators.
  • Coordinate with distribution/collection personnel on the proper servicing of the distribution/collection system and oversee the proper bacteriological clearance of additions to retrofitting of the distribution system.
  • Ensure compliance and process control sampling and laboratory testing is completed per DEP regulations; ensure laboratory certification is maintained and Quality Assurance Plan is updated; ensure contract laboratories are certified and using proper procedures and reporting methods.
  • Review treatment plant logs, records, and reports for regulatory compliance, accuracy, neatness and completeness; ensure timely submittal of required reports to proper agencies; review records of equipment history, repair logs, preventive maintenance vs. corrective maintenance, repair costs; maintain inventory of spare parts and supplies.
  • Ensure employees are trained in department procedures, safety practices, equipment operations, process control and troubleshooting techniques, and regulatory requirements.
  • Perform all other duties as requested.

Education and Experience
Education and Experience:
Associate's Degree in related field and at least (4) four years' experience; or an equivalent combination of education, training and experience in wastewater treatment.
Knowledge, Skills and Abilities:
Knowledge of principles, practices and methods of potable water and domestic wastewater treatment, sampling and laboratory testing. Knowledge of the materials and equipment used in water and sewer maintenance. Knowledge of principles, practices and techniques in water and sewer treatment plant design and construction. Knowledge of federal, state and local environmental laws and regulations pertinent to water and sewer treatment. Knowledge of principles and practices of supervisory management. Knowledge of planning, budgeting and cost control methods. Knowledge of basic water/wastewater engineering methods and principles.
Ability to review plans and specifications for water/wastewater treatment components, and to interpret charts, records, and blueprints. Ability to establish effective working relationships with subordinates, co-workers, engineers, contractors, regulators and the public. Ability to communicate effectively, both orally and in writing. Ability to complete or review federal and state regulatory reports. Ability to lift heavy objects and work in adverse weather. Ability to distinguish colors.
