Compensation: Competitive Salary: $61,339 - $87,380 annually

The Ohio Department of Agriculture is currently seeking candidates for a Plant Health Supervisor position in the Plant Health Division, Plant Pest Control/Invasive Species section, headquartered at 8995 E. Main Street, Reynoldsburg, Ohio, Licking County. The duties for the Plant Health Supervisor position include but are not limited to:
  • De v e l op s , coordinates and e x e c utes policy and m e t hods to o v ersee inspec t i o n require m ents for assigned Ohio Department of Agriculture Plant Health program area (i.e., p l ant pe s t c ontrol / in v as i v e species)
  • Coordina t es insp e ct i on a cti vi t ies and super v ises i n s pect i on staff (i.e., Pl a nt Health Inspector): ass i gns w o r k act i vities; coordinates pest trapping activities
  • P ro v ides i n s t r u c tion on inspection procedu r es
  • For m ula t es r ecommendatio n s f or r e gu l a t ed c o m m unities to meet requirements of interstate and in t e r national regulations
  • De v elops w ork p l a n s t o util i ze l i m ited resources to accompl i s h changing priorities ( e.g . , pesticide m i s - application, new pest outbre a ks, grain i ns o l v enc y , feed conta m ination, and bio-te r r oris m )
  • Anal y z es pr o b l e m s and determines and i m p l e m en t s p l an of action
  • Responds to regulato r y questions from land owners and p r oduct manufact u r ers r egarding enfo r c ement actions (e.g., dest r uction of products for sale resu l ting i n high dollar amount prof i t los s es f or manu f actu r ers
  • Seizing regulated material
  • I s sues stop sale on contam i nated f eed products)
  • I ssues phytosanitary certificates
  • C oaches f i eld sta f f; conducts field staff per f o r m ance r e v i e w s
  • De v elops performan c e i m pro v e m ent plans
  • Administers d i s cipl i na r y actions
  • App r o v es l ea v e and travel r equests
  • Recruits for vacant pos i t ions
  • Manages field inspections
  • Re vi ews f ield reports (e.g . , s t andard, investiga t i v e, in s pection)
  • Follo w s up on open f ie l d repo r t s
  • Requests sample anal y s i s
  • Tracks field ins p e c tions and re vi e w s f or co m p leteness and accurac y
  • Ma i n t ains r egulatory compliance; o v e r sees r e v iew and issuance of l i c enses (e.g . , co m m ercial feed, pes t i c i de app l icato r s; nurse r y)
  • O v ersees renewal of c o m p l iance agreements
  • O v ersees col l ec t i o n of l i c en s e and inspe c tion f ees
  • R evie w s and updates license testing
  • Assists Agriculture Inspection Administrator with contracting process (i.e. develops wo r k p l a n s; de v elops project budget i n ac c ordance w ith contract terms
  • As s i s t s in se c uring f u nd i ng
  • Re v iews c ontract b i ds
  • Monitors contractor s ' pe r formance
  • Revie w s contractors' submitted data
  • Prepares final repor t s
  • Pa r ticipa t es in i n tra and i nter-agency grants
  • Pe r f orms public relations duties: noti f i e s s t akeholders of rule and law changes
  • Participates in c o mmunity meetings
  • Assists other state agencies and / o r f ederal en t i t ies i n researching and responding to quest i ons and/or complaints

The State of Ohio is expanding maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Prenatal, childbirth, and post-childbirth services will be provided at no out-of-pocket cost to employees utilizing network providers.
Examples of services now covered by network providers at 100% include:
Prenatal care, including physician visits and examinations.
Home health care services designated as maternity care (for expectant members on bed rest).
Inpatient claims for all types of delivery.
Inpatient NICU claims, from birth through discharge.
Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.
Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits.
Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copay via prior authorization from providers.
Ohio Public Employees Retirement System
OPERS is the retirement system for State of Ohio employees. The employee contributes 10% of their salary towards their retirement. The employer contributes an amount equal to 14% of the employee's salary. Visit the OPERS website for more information.

Qualifications
Completion of undergraduate core coursework in agricultural field (e.g., agronomy, biology, horticulture, entomology, plant pathology, environmental science)
AND 18 months experience in applying state and federal laws regarding Plant Health programs
AND 3 months experience in operation of personal computer; valid driver's license.
-Or 4 years' experience in managerial position related to Plant Health programs
AND 3 months experience in operation of personal computer
AND valid driver's license.
-Or equivalent of Minimum Class Qualifications For Employment noted above.
