The Air Combat Command, Acquisition Management and Integration Center, Counter Narco-terrorism and Global Threats division was assigned the mission of establishing and supporting counter narco-terrorism technology networks, infrastructure, and capabilities worldwide that are focused on the detection, identification, and disruption of narco-terrorist activities and organizations.

We are seeking a Planner/Strategy Specialist. This initiative will support the war fighter in the combating of narco-terrorism worldwide. The results and end products of this effort will be used to inform the senior leadership of United States Southern Command (USSOUTHCOM), both verbally and written, how the Counter Narcotics/Counter Transnational Organized Crime (C-TOC), which includes Counter Narcotics, program is being executed, provide assessments of the program’s effectiveness, and identify changes and improvements for possible future implementation.

Responsibilities:

  • Develop policies, plans and initiatives related to CN/C-TOC.
  • In coordination with internal offices, formulate long-range CN/C-TOC policy and strategy for USSOUTHCOM J84.
  • Function as the lead strategist for supporting the Command in efforts to ensure USSOUTHCOM compliance with DASD-CN/SP policy and the National Drug Control Strategy.
  • Evaluate, review, and interpret applicable national security policy and strategy directives and other DoD, Joint Staff, and USSOUTHCOM staff actions to ensure USSOUTHCOM integration and compliance. Draft, review and recommend staff actions for J84 on matters concerning CN/C-TOC policies and strategies.
  • Support multi-national information sharing initiatives to foster cooperation with AOR partner nations supporting CN/C-TOC activities.
  • Coordinate with USSOUTHCOM components, subordinate joint and joint-interagency task force, and Country Teams to develop, refine operational requirements to achieve command objectives for the interdiction and disruption of illicit trafficking.

Required:

  • Bachelor’s Degree (no substitution)
  • Clearance:Active Top Secret (TS) access with Sensitive Compartmented Information (TS/SCI) eligibility
  • Five (5) years’ experience in joint/combined operations, DOD operational planning experience with comprehensive knowledge of J3, J5 and DOD CN programs and operations.
  • Thorough knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service components' requirements to coordinate with Department of State (DOS) and other government agencies for whole of government solutions; and Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
  • Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Ability to travel CONUS and OCONUS as needed.
