TxDOT’s Public Transportation Division’s (PTN) Planning & Program Development Section works collaboratively across the state with internal and external partners to advance multimodal policies and programs. We are looking for two dynamic, self-motivated planners to take a lead role in various statewide and regional multimodal planning efforts, including TxDOT district (multi-county) bicycle plans and transit planning efforts. Each position will act as project lead for one or more planning studies, providing direction to a team of consultants and coordinating with internal and external stakeholders. The top candidates must have strong organizational, multitasking, and project management skills, sharp analytical skills, and good interpersonal skills. Transit planning experience is a plus. Depending on qualifications, the positions may be classified as Planner III, IV, or V.

Planner III, IV, V
Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. [Employees at this level are virtually self-supervising and assume direct accountability for the work product
Essential Duties:
Planner III
- Assists in developing the Department's legislative plan for state and federal sessions.
- Performs complex planning and programming activities in support of management-related programs and/or transportation projects.
- Conducts research and analysis on complex issues, legislation, departmental policies and assists in developing departmental policy positions pertinent to those issues and areas of expertise.
- May serve as project leader.
- Monitors and analyzes activities of assigned functional areas and provides information that may impact them.
- Provides technical direction for the development and execution of transportation analysis or planning research.
- Reviews and evaluates plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards.
- Performs other job responsibilities as assigned.
Planner IV - All of the above plus:
- Coordinates analysis activities and monitors state and federal transportation related issues potentially having a broad impact on departmental activities and develops or oversees development of assessment reports.
Planner V - All of the above plus:
- Assists with the development and updating of department policies and procedures relating to specific program(s) or business area(s).
- Serves as a planning and programming resource for the department, other state agencies, regional and local agencies, districts and the public.
- Stays abreast of transportation industry changes and requirements, policies, procedures and legislation.
Minimum Qualifications:
Planner III
Education: Bachelor's degree or higher in Transportation/Urban planning, Engineering, Business Admin or related field. Relevant experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Planner IV, V

Planner III
Experience: 3 years planning, research or legislative analysis-related activities. (Experience can be satisfied by fulltime or prorated part time equivalent).
Planner IV

Planner V
Experience: 5 YEARS Planning, Research or legislative analysis-related activities (Experience can be satisfied by fulltime or prorated part time equivalent)

- Developing and implementing programs
- Communicating vision and direction of how an organization should function or a system should work under ideal conditions and conveying this to others
- Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
- Leading, assigning, reviewing, and monitoring the work of others
Physical Requirements and Working Conditions:
Planner III, IV, V
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
- Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
- Grasping-applying pressure to an object with fingers and palm
- Talking-expressing or exchanging ideas by spoken words
- Hearing-perceive sound at normal speaking levels; receive information by oral communication
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
