Summary

Perform planning functions for the MTA, including developing the MTA's 20-Year Capital Needs Assessment and five-year Capital Program. Analyze data; support development and evaluation of capital investment strategies; work with MTA operating agencies' subject matter experts to develop and prioritize capitally-eligible needs proposals. Support development of long-range planning strategies and documents. Utilize data visualization tools, including GIS and dashboards. Evaluate project investment alternatives, including cost/benefit analyses, business cases, and lifecycle costs. Monitor the status of project scopes and schedules related to identified capital needs. Perform quantitative and qualitative analyses. Develop reports and presentation materials for internal and external purposes, as well as reports on special C&D initiatives and other programmatic performance metrics.

Responsibilities

The Planner will contribute substantially to all, or a subset therein, of the following core Planning activities:

Assist with the planning, developing and identifying priorities within MTA’s Twenty-Year Needs Assessment and 5-year Capital Program.

Coordinate development of the MTA's plans and programs. 

 

Contribute to the formation of capital objectives and strategies for the MTA.

 

Assist in developing business cases and comparative evaluations for multiple proposals and initiatives.

 

Support development and evaluation of capital investment strategies.

 

Work collaboratively with operating agency subject matter experts.

 

Support development of long-range planning strategies, documents, and communication tools.

 

Develop graphics, maps and other visual materials.

 

Foster and coordinate team relationships within the MTA operating agencies and outside parties. 

 

Quantify the benefits of investments, including models to estimate operational cost savings.

 

Work with consultants, review consultant deliverables, and provide timely and thoughtful feedback that improves the quality of deliverables.

 

Utilize large databases, including asset assessments, asset inventories, regional planning information, transit usage, climate risk data, and energy utilization data.

 

Education and Experience

Bachelor's degree from an accredited college in Urban Planning, Engineering, Economics, Architecture, Public Policy, Transportation Planning, or a related field.

Must have a minimum of three (3) years of satisfactory full-time professional experience.

 

Master's degree preferred.

Passion for improving New York’s public transit system.

Familiarity with the MTA network and the MTA Capital Program.

Experience with project planning and management.

Excellent communication and interpersonal skills.

Excellent graphics and presentation skills.

Demonstrated ability to work with all internal levels within a given organization.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

 

Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

 

Demonstrated analytical capabilities and quantitative skills.

 

Technical skills, including proficiency in MS Office, data analytics, visualization tools, and spatial analysis using GIS or similar mapping tools.

 

Other Information

As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $108,638 (this figure is subject to change) per year if the position is designated as a policymaker.
