The Chief, Primary Care has programmatic responsibility for planning, developing, and directing the administrative and operational activities for the Primary Care Service at the MCCVA. The incumbent is responsible for overseeing all Primary Care clinics at our main site on 23rd Street in New York City and the community-based outpatient clinic Harlem. Administrative: The Chief of Primary Care provides oversight and leadership for the clinical, teaching, and research functions within the Primary Care Service at MCCVA. The incumbent has oversight of the Primary Care Service, PACT teams, Urgent Care Outpatient Clinic, and Pre-bed care (preoperative outpatient assessment). Some of these responsibilities are as follows: Performance Measures Program Development Resource Management Quality Assurance Direct Supervision of Faculty and Staff within Primary Care Service Junior Faculty Career Development Maintenance Personnel Evaluations Performance Reviews Focused and Ongoing Professional Practice Evaluations Oversee Teaching, Clinical Care, and Research within Primary Care Service Coordinates the interdisciplinary service activities with other services and clinics of the facility by collaborating with other Service Chiefs in the Medical Center to achieve optimum interdepartmental cooperation to assure that quality patient care is maintained. Clinical: In addition to the incumbent's extensive administrative responsibilities, he/she maintains a clinical workload by providing direct patient care as needed in ambulatory care settings, utilizing face to face visits and telemedicine. Research: The MCC VA houses a robust community of health services researchers including general internal medicine. The ideal candidate has an existing portfolio of general medicine research within the VA system, and can both lead and recruit additional health services researchers to our system. The percentage of research time allocated relative to administrative and clinical time will depend on the depth and complexity of ongoing research. Supervisory: The position is organizationally aligned under the Chief of Medicine, MCC Campus. The Chief also works closely with and accepts priorities by the Chief of Staff and Deputy Chief of Staff. Assignments are made in terms of broad objectives, leaving the matters of method, design, implementation, and evaluation to the discretion of the incumbent who works with autonomy and with full authority. Work of the incumbent is reviewed only for accomplishment of program objectives. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Board Certification: MD, DO, or other doctoral-level academic with board-certification. Minimum of three years demonstrated successful executive leadership/management experience in a complex healthcare setting. Knowledge and skills related to the delivery of health care, education, leadership, management, change theory, and quality improvement are required. As a faculty leader, the Chief is expected to mentor junior faculty and trainees in the preparation of seminars/presentations; mentor junior faculty in achieving academic promotion, partner with other Divisions and Departments to support clinical research projects, participate in divisions Educational Initiatives (Grand rounds, Salons, Leadership Retreats and meetings), and support the residency site director in promoting GIM opportunities Preferred Experience: Minimum of three years demonstrated successful executive leadership/management experience in a complex healthcare setting. Knowledge and skills related to the delivery of health care, education, leadership, management, change theory, and quality improvement are required. The Chief must possess skill and creativity in organization, management, leadership, and interpersonal relations to deal with a wide variety of complex ambulatory care/Primary Care issues and arrangements. A broad-based knowledge of VA policies and procedures and Joint Commission standards, and an ongoing awareness of health care issues and trends, are essential to the success of the Primary Care Service. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.
