Summary
This position is located at the Armed Forces Retirement Home, Health Care Services Directorate. The primary purpose of the position is to provide professional supervision and technical leadership in all facets of patient care for the Residents residing at the Armed Forces Retirement Home, Washington, D.C.

Duties
As a PHYSICIAN (INTERNAL MEDICINE)(CHIEF MEDICAL OFFICER) you will:
  • Provide management and leadership direction for a fullrange of clinical services and programs that affect the health of the Residents.
  • Develop and implement clinical policies, guidelines, and procedures for a comprehensive health care program at AFRH Facilities.
  • Participate in monitoring and improving the facility's care through a quality assurance and performance improvement programs that encourages self-evaluation, anticipates and plans for change, and meets regulatory requirements.
  • Perform direct patient treatment, both inpatient and outpatient.
  • Supervise the unit treatment programs involving a wide range of geriatric medical problems and develop a full treatment regimen, including the knowledge of new techniques and advanced procedures.
  • Supervise the Rehabilitation Services to ensure training and treatment activities of Occupational Therapy, Physical Therapy, and Speech/Language Pathologist.
  • Chair the Clinical Investigation Committee to review research proposals, and recommend to the Health Care Administrators proposals for approval/disapproval, the benefits and impact on the Residents and staff.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Basic Requirements
Degree:
Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
AND
Licensure:

For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
AND
Graduate Training:
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.
Descriptions of such programs are described below:
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., Internal Medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital, or an institution accredited in the United States for such training.

Experience:
In addition to meeting the basic requirements above, applicants must have 4 years of graduate training or equivalent experience and training.
SPECIAL NOTE: Long-term care experience and/or interacting with geriatric patients is highly desired.

CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
  • A one year supervisory or managerial probationary period may be required
  • Must have a current unrestricted MD or, DO license in the one of the 50 states or the District of Columbia.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • Pass a pre-employment physical examination. An OF-178, Certificate of Medical Examination will be required if selected for this position. DO NOT SUBMIT AT TIME OF APPLICATION.
  • Selectees will be subject to the AFRH Tuberculosis Surveillance Program.
  • Wear required safety clothing and/or equipment required by the position. This may include safety shoes, hard hats, hearing protection, gloves, masks, etc.
  • Because the AFRH's mission requires uninterrupted, direct human support and medical care for its Residents, this position is considered essential for continuing AFRH operations. Therefore, the incumbent is expected to arrive for duty on time, as scheduled, and to complete the assigned tour during emergency situations such as hazardous weather.
