DHHS has established a new Division of Child and Family Well-Being that focuses on supporting whole child and family health and well-being for North Carolinians. This division works to ensure that North Carolina's children grow up safe, healthy and thriving in nurturing and resilient families and communities. It will bring together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children's behavioral health services, and early intervention programs. This position has transferred to the Division of Child and Family Well-Being this calendar year.

Summary:
The N.C. Infant-Toddler Program (ITP) is a part of the N.C. Division of Family and Child Wellbeing. It is the lead agency for The Infant-Toddler Program provides supports and services for families and their children, birth to three who have special needs. Services and supports are provided in the child's natural environment which may include a family's home, early childhood education centers or in the community. Research shows that this time period is critical. It offers a window of opportunity to make a positive difference in how a child develops and learns. Children's Developmental Services Agencies (CDSAs) across North Carolina work with local service providers to help families help their children succeed.
The Physical Therapist (PT) provides evaluations of birth to 3-year-old children to determine eligibility for the Infant-Toddler Program, and to assess child and family needs for early intervention supports and services, including evaluation for appropriate adaptive equipment. Treatment services may be provided to children birth to three who are identified as having developmental delays or at risk for developmental delays and parent education for the purpose of identifying, preventing, improving, or modifying such disorders or delays. Such skills are to be provided in the context of a multidisciplinary team or individually in direct service to parents, children, or professionals and the public at large. Basic elements of the service are diagnosis, treatment, and service planning for children with known or suspected developmental disabilities, technical assistance to professionals or child service organizations, and public education.

Management Preferences:
  • Knowledge of best practice in the provision of Infant-Toddlers services and or previous experience in the provision of these services.
  • Fluency in conversational Spanish desired.
  • Ability to plan, coordinate, and conduct training and in-service education for CDSA staff and providers.
Physical Requirements:

The physical effort required in this position is that usually associated with exertion that is involved in the lifting, carrying, and transferring of young disabled children and that of moving, transferring, and delivering adaptive equipment, which at times may be heavy. Traveling by car to other counties within the catchment area is required for assessment, intervention, consultation and/or meetings.

  • Considerable knowledge of physical therapy principles, techniques, methods, modalities, and their proper application with the young children.

  • Ability to evaluate patient response and progress and to communicate effectively with families and other providers regarding the progress.
  • Ability to work effectively with clients, clients' families, medical personnel, other CDSA staff members, other service providers and community partners in a sensitive and respectful manner.
