Summary About the Position: This position is located at the U.S. Army MSCoE Chemical School, 3rd Chemical Brigade Chemical Surety at Ft. Leonard Wood, Mo.

Ft.Leonard Wood is located in the South-Central Mo. Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Mo.

Bordering the installation are the towns of Waynesville/St. Robert and Interstate 44. St.

Louis is a 2 hour drive to the East along I-44 and Springfield is a more than an hour's drive to the W of Ft. Leonard Wood. Responsibilities As a Physical Security Specialist at the full performance level, you will perform the following duties: Plan, develop, evaluate, and lead all phases of the installation chemical Physical Security program.

Serve as direct advisor to the Program Manager (PM) for Chemical Demilitarization in matters relating to Physical Security, crime prevention and antiterrorism. Perform frequent and unannounced inspections of facility and their personnel to assess protection against espionage, investigate suspected security violations, and recommend or take appropriate measure to correct security deficiencies. Support command efforts to protect the Army from terrorist and/or criminal attack.

Increase employee's awareness of terrorist threat and supports Force Protection training programs. Provides accurate and timely flow of information from the command to internal and external audiences to reduce force vulnerability. Develop guidance in the form of security circulars, directives or instructions of new and revised methods in formulating the installation Antiterrorism/Force Protection Program.

Specialized Experience for GS-11: One year of specialized experience which includes planning and executing Physical Security surveys for an installation surety program; submitting requests for waivers, deviations, and exceptions per surety program requirements; advising on matters relating to Physical Security, crime prevention, and antiterrorism; and planning, organizing, and conducting training programs on security matters and procedures.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience for GS-12: One year of specialized experience which includes planning and executing Physical Security surveys for an installation surety program; submitting requests for waivers, deviations, and exceptions per surety program requirements; advising on matters relating to Physical Security, crime prevention, and antiterrorism; planning, organizing, and conducting training programs on security matters and procedures; preparing Force Protection Program plans; writing a Physical Security plan; dealing with complex security challenges of a chemical agent storage site, demilitarization facility, conventional arms, ammunition and explosives area, sensitive government property, and antiterrorism/force protection protective measures; and providing oversight for a surety site guard force. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Education and Training Internal Controls/Integrity Operations Security Organizational Awareness Personnel Security and Safety Vulnerabilities Assessment and Management Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S.

This is a Career Program (CP) 19 position. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
