Job Summary:

The Arizona Department of Administration (ADOA) General Services Division (GSD) is seeking a dedicated and experienced individual for the role of Physical Security Manager. This crucial position is tasked with overseeing the Office of Safety, Security, and Continuity of Operations. Responsibilities include the comprehensive administration of facility and resource protection, employing advanced Electronic Security Systems (ESS), Physical Access Control Systems (PACS), and various surveillance and detection technologies to ensure the safety of ADOA facilities.
Additionally, the role encompasses the management of safety, training, and emergency preparedness programs, facilitating emergency response, situational awareness, and security coordination. The successful candidate will also lead ESS Infrastructure Capital Planning and Construction Project Management, offering technical consultation, project scope development, and coordination for statewide security infrastructure projects.
A significant aspect of this position involves administering ADOA's Unmanned Aerial Vehicle (UAV) Security Monitoring Program, including pilot training, drone deployment policies, and integration of UAV-ESS systems, ensuring compliance with FAA regulations. This role requires a high level of confidentiality, sensitivity, and expertise in security and emergency management, offering a unique opportunity to contribute significantly to the safety and security of ADOA owned and managed facilities.

Job Duties:

  • Directly or through subordinates, and in coordination with ADOA State Risk Management Division, is responsible for the planning, documenting, and training of safety and emergency preparedness, emergency incident response, situational awareness, and coordination of security support such as law enforcement for employees, visitors, and guests at ADOA owned and managed facilities.
  • Planning, documenting, training, and testing of state agency Continuity of Operations Plans (COOP) in coordination with the Arizona Department of Emergency Management and Affairs (ADEMA).
  • Directing, consulting, and performing as an ESS subject matter expert, providing statewide ADOA building system ESS infrastructure technical consultation services for ESS project scope, cost, and schedule to State Agencies for capital outlay planning and budgeting.
  • Directing and performing ESS infrastructure construction project management, coordinating across State Agencies, to define tasks, timelines, budgets, and delivery schedules to implement new and replacement ESS systems.
  • Directly and through subordinate staff the operating, supporting, troubleshooting, and maintaining Electronic Security Systems (ESS) and Physical Security hardware at ADOA owned and managed facilities in the Governmental Mall, metro Phoenix, and Tucson, including the protection of physical resources such as buildings, turnstiles, elevators, doors, IT network closets, server rooms, magnetometers, X-ray machines, etc.
  • ADOA’s enterprise PACS consists of over 1,700 card readers in 75 separate locations, including critical infrastructure, such as the Executive Tower, State Health Laboratory, mission critical agency headquarters, and separately elected officials.
  • Performing or authorizing work activity through subordinates, data management, software management, performing security testing, developing and implementing standards, policies, procedures, and guidance for the ESS PACS, VSS, and IDS, and physical hardware key control. Also includes establishing, implementing, monitoring, testing, and training for ESS physical access levels for state agency heads, separately elected officials, staff, visitors, and contractors.
  • Directing and/or performing the deauthorizations of ESS access pursuant to ADOA Human Resources Division personnel actions.
  • Administering ADOA’s enterprise VSS program consisting of over 300 cameras, including business hours live monitoring of video to deter public endangerment, vandalism, theft, and mischief and to assist law enforcement in identifying those individuals involved in such activities, while adhering to the Freedom of Information Act and related public record policies.
  • After hours video surveillance is performed as needed in the case of special events, protests, and other instances of possible endangerment to public, employees, and physical assets.
  • Administering ADOA’s Unmanned Aerial Vehicle (UAV) Security Monitoring Program.
  • Directly and through subordinates create and manage Pilot training and certification program; drone deployment operational policy, procedure and best practices
  • Operational objectives for routine automated flight patrols; exclusion rules and flight boundaries for automated drone operations; manual pilot procedures and guidelines for emergency management response and critical incident response; UAV-ESS system integration and automated response rules; ensure compliance with all FAA regulations, and conduct training exercises for information sharing with local first responding authorities.
  • Managing staff and contractors in performance of duties to carry out the objectives of the ADOA GSD Office of Safety, Security, and Continuity of Operations.
  • Collaborating with public information officers, communications directors, and law enforcement on security related subject matter.
  • Performing critical infrastructure security surveys and implementing where feasible recommendations of law enforcement.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Principles and practices of security operations, maintenance and management
  • Construction principles, methods and techniques
  • Understanding of agencies communications network configuration; current applicable building and construction codes
  • Statutes, rules, regulations, policies and procedures applicable to areas of assigned responsibility
