Position 24-PHARM-0660-JRT-SPLASH: Pharmacist: This position is located in Healthcare and Insurance, U.S. Office of Personnel Management. The incumbent works independently under the general direction of OPM's Chief Pharmacy Officer. The incumbent is delegated the authority to support the oversight of, and advise senior executives and oversight entities on, prescription drug programs, formularies, care coordination, and pharmacy quality initiatives for enrollees.
Duties include:

  • Identifies and defines operating and management goals and objectives for Federal pharmacy benefit programs.
  • Identifies and defines clinical goals and objectives for Federal pharmacy benefit programs.
  • Develops policy for, and provide consultation on, Federal pharmacy benefit issues to optimize delivery of pharmacy benefits to enrollees worldwide.
  • Monitors trends, new developments and best practices in the pharmaceutical industry for incorporation into future Federal pharmacy benefit design.
  • Proposes, reviews and comments on legislation and then project the impact on Federal health benefit programs.
  • Provides expert analysis on legislative and regulatory changes required to optimize the government's efficiency and cost avoidance potential related to pharmacy benefits.
  • Identifies innovations in public and private sector pharmaceutical benefit and population health management.
  • Gathers and then examines complex technical, scientific and medical data in support of agency policy development and program management.
  • Develops strategy and policy to further improve outcome measures related to the use of pharmaceuticals and health system methodologies.
  • Analyzes the design of complex formularies and pharmacy benefits among health plans that contract with the agency. This include providing quantitative and qualitative information on data relationships and/or trends and recommend changes to better control drug utilization and cost.
  • Leads or collaborates with OPM health economists and actuaries in the analysis of complex pharmacy data and the development of reports for senior level decision makers.
  • Evaluates drug utilization trends, including specialty drugs, among health plans, develops report cards, standard reports, and trend analysis reports and presentations which consolidate and outline the results of complex studies and provide recommendations and/or solutions to issues and problems identified.
  • Reviews and analyzes pharmacy networks and recommend targets for pharmacy distribution channels (such as mail, retail, and specialty) to optimally balance access and cost.
  • Evaluates reference based pricing and other pricing methodologies as an opportunity to increase price transparency in the program, both for enrollee use, and for carrier oversight.
  • Advises on results of audits of PBMs and elucidate best practices.
  • Leads or consults with other government agencies and programs (TRICARE, Food and Drug Administration, Department of Health and Human Services, Office of Management and Budget, and Department of Veterans Affairs).
  • Provides expertise to improve enrollment data systems, health plan comparison tool and other databases to facilitate transparency and enrollee choice.
  • Serve as a preceptor and/or instructor for students who come in on 5-week rotations to HI as part of their advanced pharmacy practice experience (APPE). The APPE program is a requirement for graduation from a Doctor of Pharmacy program in addition to fellows from the PMF program who may want to do their 4-6-month external agency rotation with HI in addition to other Federal Student Programs/Student Programs.
  • Collaborates and consults with pharmacy accreditation organizations, PBM organizations, professional pharmacy associations, and pharmacy chains on pharmacy quality and patient safety issues and appropriate quality metrics.
  • Creates or contributes expertise to activities and initiatives of OPM and other agencies and departments on prevention, population health, comprehensive medication management, chronic disease management and workforce wellness.

    • if the duty station is finalized in the Washington, DC metropolitan area, employees in this position will be represented by the American Federation of Government Employees (AFGE) Local 32.
    • if the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit.

Qualifications

Basic Requirements:

Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied.
Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Medical Requirements: Applicants must be able to distinguish basic colors.
Experience: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to:
  • Expert knowledge of drugs, their mechanisms of action and place in therapy;
  • Evaluating pharmacy benefits design and complex formularies among various types of health plans;
  • Evaluating medication use patterns and outcomes for patients in hospitals, out-patient settings or managed care organizations;
  • Performing administrative, consultative, or staff advisory work for a healthcare pharmacy program;
  • Planning, monitoring and evaluating medication programs or regimens;
  • Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or
  • Designing and conducting complex and comprehensive program and management studies.
For the GS-14 Grade Level: In addition to the licensure, educational, and experience requirements described above, you must have a minimum of one year of professional pharmacy experience that is equivalent to at least the GS-13 grade level. Examples of such experience include:
  • Comprehensive knowledge of the U.S. healthcare system including Medicare, Commercial and Health Exchange programs and best practice for coordination of benefits. Experience with CMS Employer Group Waiver Plans (EGWPs) is highly desired.
  • Defining management goals and objectives for pharmacy benefit programs;
  • Presenting innovations in public and private sector pharmaceutical benefit and public health management;
  • Developing strategy and policy to improve outcome measures related to the use of pharmaceuticals and health system methodologies;
  • Evaluating drug utilization trends among health plans to develop report cards, standard, and trend analysis reports;
  • Providing analysis on regulatory changes to optimize efficiency and cost avoidance potential related to pharmacy benefits; and
  • Examining complex technical, scientific, and medical data in support of policy development and program management.
