HOUSING MANAGEMENT SPECIALIST I/ll - Public Housing Department
Position Summary: Part of a team of professionals tasked with providing administrative and technical support to field staff in the Public Housing Department.
Reports to: Support Services Manager
OVERVIEW
Under the general supervision of the Support Services Manager, this position acts as a Housing Management Specialist in one or two distinct areas. Examples include voucher portability, rent posting functions, Multifamily housing assistance payment voucher submissions, posting and issuing landlord check payments or monitoring maintenance work orders. Incumbent routinely participates in technical analysis, documentation of management issues and in coordinating and administering supportive tasks. Higher level work includes report development and analysis as well as greater responsibility for HUD related tasks and increased skills. Position functions with a high degree of independence.
SUPERVISION RECEIVED AND EXERCISED: Non-Exempt, non-supervisory position.
Examples of Duties
  1. As a specialist with a defined focus area in the agency's Housing Management software system, may analyze software updates, facilitate implementation of updates and maintain related database tables.
  2. Gather and evaluate data concerning operating methods and procedures. Provide technical support for PHD inter-departmental systems planning, conferences, and division wide workshops.
  3. Enter data and perform posting functions with specific deadlines to ensure correct processing of housing payments, rents, charges, receipts, etc. Maintain files and client documentation as required.
  4. May submit and/or download electronic data to the U.S. Housing and Urban Development Department websites on a monthly or otherwise specified basis. Disseminate downloaded data as specified.
  5. May develop and maintain spreadsheets to supplement records and document activity related to database software functions.
  6. May train staff in various aspects of data entry. Provide technical assistance as requested.
  7. Interact with co-workers, managers, and staff in other departments to ensure inter-related activities are carried out consistently and according to prescribed procedures.
  8. Monitor data input for accuracy, consistency, and compliance of rules and regulations on an ongoing basis. Generate reports and perform statistical research in response to audits and requests from other departments within the corporation. Maintain adequate records and documentation in compliance with HUD requirements.
  9. May act as the department representative to other government agencies, landlords, housing authorities, inspectors, and consultants for receiving and transmitting critical client or property data.
  10. Prepare monthly, quarterly, and annual statistical reports for management review.
  11. Travel, if required, to field offices; may occasionally attend out-of-state conferences or training seminars.

Knowledge, Skills and Abilities
Knowledge of:
  • Subsidized housing programs, policies, and procedures
  • Technical resources that are available, such as the U.S. Code of Federal Regulations
  • Theory and practice of public Housing Management
  • Ethics related to operations of the public housing profession

Skills and Abilities:
  • Organize data and files and research and interpret regulations
  • Ability to apply mathematical computations
  • Select and apply guidelines and procedures
  • Personal computer operating skill, and proficiency with the Microsoft Office Suite
  • Skill with inputting and analyzing data in a computerized data base system
  • Ability to articulate housing assistance programs; determine or evaluate program needs; evaluate data quality and consistency; meet and deal effectively with those contacted in the course of the work.
  • Ability to analyze administrative problems and take appropriate actions; participate effectively in conferences and work team; speak and write effectively.

Minimum Qualifications
An Associate's Degree from an accredited college in public administration, business administration, or a closely related field, plus two to four years' progressive experience in an administrative or technical capacity in property management or delivery of assisted rental housing programs.
Years of education and experience must total to six years. Additional related work experience may be substituted for the required education on a year for year basis.
Certification as a Housing Quality Standards or NSPIRE inspector within 12 months of date of hire. AHFC will provide means to obtain certification if applicant does not already possess.
Familiarity and experience in Yardi Voyager Software systems is preferred.
A valid Alaska driver's license in good standing is required upon hire.
This is a level 16/17 (DOE) position with excellent benefits.
