To supervise and coordinate assigned personnel projects to support educational program activities and operations within schools and various GMCS departments; to coordinate activities with other departments, outside agencies, and the general public; and to provide highly responsible and complex staff assistance to the Director of Personnel and Assistant Superintendent of Student Support Services.
Supervision Received and Exercised:
Receives direction from the Director of Personnel and Assistant Superintendent of Personnel.
Exercises direct supervision over professional, technical, and clerical staff.
ESSENTIAL FUNCTION STATEMENTS
Essential responsibilities and duties may include, but are not limited to the following:
  • Support all schools & departments regarding personnel matters.
  • Facilitate in maintaining a strong customer service-oriented climate by ensuring the Office provides helpful, responsive, and timely support to employees and prospective staff and all customers
  • Prepare and/or complete in an accurate and timely manner state and federal reports for the purpose of compliance
  • Project manage the following:
    • Records retention, compliance training, Wellness, Insurance and Benefits, Student Teaching, Unemployment, Retirement, ADA Accommodations, Fingerprinting, Verification of employment, On-Boarding, Teacher development, FMLA, Foreign National Teachers, and various required hearings.
  • Manage various purchase orders, payments, and processes in collaboration with staff for the department
  • Supervise the Personnel Office staff to complete assigned projects and tasks.
  • Oversee and participate in recruitment and retention efforts.
  • Provide or coordinate staff training; work with employees to address challenges; coordinate personnel procedures.
  • Oversee and participate in developing and administering the department's annual budget.
  • Serve as liaison with other departments and outside agencies.
  • Perform other duties as assigned.
Qualification Requirements
Knowledge of:
  • Operational characteristics, services, and activities of a school district Personnel programs.
  • Principles and practices of Personnel administration.
  • Principles and practices of program development and administration.
  • Principles and practices of Workers Compensation and Unemployment Compensation programs.
  • Methods and techniques of recruitment and selection of educational professionals.
  • Principles and practices of school district budget preparation and administration.
  • Methods and techniques of school district Federal and State required report preparation.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent Federal, State, and local laws, codes, and regulations.
Ability to:
  • Participate in the coordination and management of a comprehensive school district Personnel program.
  • Oversee, direct, and coordinate the work of Personnel Office staff; organize, prioritize, and communicate goals on a regular basis.
  • Select, supervise, train, and evaluate staff.
  • Recruit qualified licensed personnel for school district positions.
  • Coordinate Workers' Compensation and Unemployment Compensation programs for a large school district.
  • Participate in the development and administration of division goals, objectives, and procedures.
  • Prepare clear and concise administrative and financial reports.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Interpret and apply federal, State, and local policies, laws, and regulations.
  • Examine situations, determine urgency specific to each case, and act accordingly.
  • Communicate clearly, concisely, and effectively both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maximize technology and software to streamline the efficiency of projects and programs.
Minimum Qualifications:
  1. Equivalent to a Master's degree from an accredited college or university with major course work in Personnel, business administration, public administration, education administration or a related field.
  2. Minimum of two years of supervisory experience.
  3. Must be able to obtain any required license through the New Mexico Public Education Department.
Preferred Qualifications:
  1. Two or more years of experience as a school site or district administrator.
  2. Two or more years of experience in Human Resources as an administrator.
Physical Requirements: Ability to perform the job and access the environment for which you are hired. The following may be required: Sitting, standing, lifting, moving about the room or school, carrying (up to 20 pounds), reaching, squatting, kneeling, prolonged typing, physical ability to type on a keyboard terminal, and moving light furniture.
Equipment/Technology Handled: Must know how to properly operate or be willing to learn to operate all multimedia equipment including current technology.
Work Environment: Must be able to work within various degrees of noise, temperature, and air quality. Interruptions of work are routine. Flexibility and patience are required. Must be self-motivated and able to complete job assignment without direct supervision. After hour work may be required.
All GMCS schools are eligible for the Public Service Loan Forgiveness Program (PSLF).
