Job description

INNOVIM is seeking a Personal Property Inventory Specialist to account for activities of the Personal Property Support Services task of the NOAA Personal Property Management (PPMB) Branch. The purpose of the task is to provide programmatic assistance and administrative support to improve the accuracy of NOAA’s asset management and internal control processes. PPMB works in concert with the Department of Commerce (DOC) and NOAA Acquisition in audit activities to account and track NOAA-wide Personal Property with a total acquisition cost in excess of $17 billion.

The position provides assistance to NOAA Inventory Officials on issues impacting the implementation of activities, projects and endeavors related to the proper and effective management of inventory across various offices. Performs various assignments related to inventory management including a working knowledge of inventory policies and procedures; analysis and evaluation of the inventory program; and quality control and quality assurance of data entry involving inventory maintained in the property asset system (Sunflower).

Essential Duties and Responsibilities:

  • Analyze and evaluate inventory management functions for compliance with applicable regulations and policies; compiling reports and/or records of various inventory transactions; coordinating and reconciling inventories; and assisting in recommending and developing new or revised directives, policies, implementing instructions, and standard operating procedures for the program, administrative, and property support staff.
  • Review database (Sunflower) records to resolve discrepancies with physical inventory.
  • Assist in recommending and developing new or revised directives, policies, and instructions and assist in the development and implementation of standard operating procedures.
  • Document and maintain all personal inventory records for accountable and non-accountable government-owned inventory.
  • Assist with administrative control and accountability for the care and safeguarding of government-owned equipment.
  • Refer property officials to the Personal Inventory Management Branch Line Office Representative (LOR) for guidance.
  • Coordinate, conduct, and reconcile property inventories upon request.
  • Provide inventory reports and status updates for ongoing projects and activities.
  • Identify operational procedures or policies that can be modified to enhance their effectiveness.
  • Ensure that records are maintained according to policies and guidelines.

Skills and Abilities Required:

  • Basic knowledge of applications such as Word and Oracle database. 
  • Strong proficiency (Intermediate Level) in excel including the creation of pivot tables.
  • Proficient in basic business math (addition, subtraction, multiplication, division, and calculation of fractions and percentages.)
  • Demonstrated strong telephone skills, as well as working knowledge of standard office procedures.
  • Enjoys working with the public and must possess strong customer service skills.
  • Ability to work in a fast-paced environment and prioritize multiple tasks.
  • Demonstrated ability to communicate effectively, verbally and in writing to include emails, reports, correspondence, and any other documentation.
  • Must be able to read, write, and speak English.
  • This is an entry level position.

Minimum Education and Experience Required:

  • Bachelor’s Degree with 0 years’ experience. Or Associate's Degree with a minimum of two (2) years of experience in more than one of the following disciplines:  business, finance, operations, logistics, or an equivalent combination of relevant education and/or experience to include inventories of various materials and database administration, preferably Sunflower Asset Management systems. 
  • Excellent Microsoft Excel skills a must.

This position requires a U.S. Person who is able to pass a National Agency Clearance with Inquires (NACI) screening.
This position is located in Silver Springs, MD on a Hybrid schedule.
