ABOUT THE POSITION
The City of Fairfield is recruiting for a Permit Center Supervisor. This position will coordinate and supervise the work of assigned staff that receive and process building permit and business license applications; to oversee the functions of the Permit Center including public counter customer service, collection and accounting of fees; and to provide information concerning requirements, codes, ordinances, and inspection procedures to contractors, design professionals, and the public.
Under general direction from the Chief Building Official or other management staff, the Permit Center Supervisor provides direct and general supervision to technical and/or administrative support staff. The Building Division is part of t he city's Community Development Department.

Six (6) years of increasingly responsible experience in reviewing building plans, processing building permits and inspection reports involving a high level of public contact are required. Two (2) years working in a lead capacity with customer service responsibilities in a building division environment, equivalent to a Permit Center Specialist with the City of Fairfield, are required. Supervision experience is highly desirable.
Education:
Education equivalent to the completion of the twelfth grade is required. An Associate's degree from an accredited college with major course work in planning, public administration, construction management or related field can be substituted for one year of experience. A Bachelor's degree may be substituted for two years of experience.
LICENSE AND CERTIFICATE:
  • Possession of a valid Class C California Driver's License is required.
  • ICC/ICBO certification as Permit Technician is required.
  • Licenses and certifications must be maintained as a condition of employment.
Duties may include, but are not limited to the following:
  • Prioritize, assign, supervise, and review the work of assigned staff; ensure appropriate coordination and completion of assignments.
  • Participate in and oversee the daily activities of processing permit applications in a timely manner and in accordance with established policies, procedures and ordinances.
  • Meet with developers, architects, contractors and homeowners to assist and guide them through the permitting process and to help obtain permits in a clear and concise manner.
  • Interpret codes, ordinances and policies to assist the public and development community to obtain permits and information; ensure uniform application of the appropriate codes, rules and regulations.
  • Review documents for completeness, accuracy, and conformance with local, state, and federal building codes, regulations, and other established criteria.
  • Use fee schedules and designated calculation methodologies to calculate fees; collect, record, and balance monetary transactions.
  • Process and issue various permits as necessary.
  • Provide permit processing management and coordinate plan review services for complex or priority projects.
  • Assist staff with the resolution of difficult situations that arise with homeowners, builders, architects and contractors.
  • Respond to inquiries and complaints; assist with addressing or resolving delays; provide and promote good customer service.
  • Analyze operations for efficiency, customer satisfaction, and work output; identify problems and makes recommendations; participate and assist in the development and implementation of policies, procedures, and methods for improving operations and customer service.
  • Oversee business license processing and issuance.
  • Maintain accurate files; prepare and present various documents and reports.
  • Monitor and maintain computer applications and tracking systems; coordinate improvement and upkeep of information systems and databases; assist with training staff.
  • Supervise, counsel, and evaluate assigned staff; review work; provide direction and guidance to assigned staff; prepare and conduct performance evaluations; initiate and implement disciplinary action as appropriate.
  • Perform a variety of administrative duties and handle special projects.
  • Perform related duties as assigned.
Knowledge of:
  • Principles and practices of supervision, training and performance evaluation.
  • Building permit processes and the interrelation between the division and other agencies.
  • Applicable federal, state, and local laws, codes and regulations.
  • Various construction types and basic building, encroachment, grading, and land development procedures and requirements.
  • Real property description terminology and concepts.
  • Business math, including the calculation of areas and fees.
  • Modern office practices, procedures, computer equipment and applicable software applications.
Ability to:
  • Supervise, train, and evaluate employees for the efficient and effective delivery of services.
  • Interpret, apply, and explain complex information, City policies, procedures, laws, codes and regulations.
  • Read and interpret construction drawings, blueprints and related documents.
  • Maintain accurate records of work performed within the department.
  • Perform mathematical calculations accurately.
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
  • Deal tactfully and effectively with a variety of individuals.
  • Independently organize work, set priorities and meet critical deadlines,
  • Use computer systems, software applications, and modern business equipment.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain positive and effective working relationships with those contacted in the course of work.
