General Duties: Under the general direction of the Staff Services Manager I (Human Resources Director), the Associate Personnel Analyst performs personnel functions for the staff at the California School for the Deaf, Riverside including, but not limited to: Progressive Supervision/Discipline support and Management Inquiries, responds to personnel inquires and works in collaboration with Personnel Management Division - CDE Headquarters regarding employee performance issues, and labor relations issues. Consult with and advise administrators or other interested parties on a wide variety of subject matter areas; and gain and maintain the confidence and cooperation of those contacted during the course of work. Conducts and coordinates Management Inquiries of incidents that may lead to disciplinary action. Exercise a high degree of Imitative and independent judgment in making determinations based on the constantly changing policy workload and deadlines. Also, manage, design, develop, provide and coordinate staff training programs for a wide variety of course topics for staff. Knowledge of: Human Resources policies and procedures, Labor Relations and Personnel Management Division's policies and procedures, State Personnel Board laws and rules, departmental policies, California Human Resources (CalHR) Bulletins, laws and policies of labor administration, memorandums of understanding, provisions of the bargaining unit agreements and the grievance process.
