Background Check

The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.

Functional Purpose

This role is part of the United States Postal Service Professional Development Program (PDP), to develop the competencies,

technical knowledge, skills, and experience needed for success as a full performance Personnel Research Psychologist. The

first year of the program is dedicated to developing core competencies using the Postal Service Competency model.

Trainees will apply the technical knowledge, skills, and abilities acquired from an academic program of study to the USPS

business environment through completion of projects and work assignments the business unit. Throughout the program,

trainees will have the opportunity to participate in mentoring and networking opportunities within various levels of the

organization.

DUTIES AND RESPONSIBILITIES

1. Supports job analyses studies by participating in the data collection activities.

2. Supports project teams in the development, validation, deployment, and review of selection and assessment tools and

systems.

3. Assists in the review of selection and assessment items, scales, and instruments for compliance with established test

validation methodologies.

4. Performs routine data analyses (e.g., means, correlations) to support projects using statistical analysis software (e.g.,

SPSS, SAS, R).

5. Partners with senior psychologists to draft reports, presentations, and other written materials summarizing results of

projects.

6. Conducts research on industry best practices in job analysis, evaluation, assessment instrument design, and competency

models to identify current trends and techniques.

1. Ability to communicate orally and in writing sufficient to convey technical information clearly and concisely using

established grammar and syntax conventions.

2. SPECIAL CONDITIONS: Applicant must submit to a Moderate Background Investigation (MBI) or Tier 2 investigation. This

investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The

investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this

level of background investigation while holding this position.

3. EDUCATION REQUIREMENT: Possession of a Graduate degree in Industrial/Organizational Psychology or a closely

related field which included a focus on selection methods and/or psychometrics from a college or university accredited by a

national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education. NOTE:

Qualified applicants must earn a degree from an accredited college or university no more than 24 months prior to the date of

employment. Preference-eligible veterans (see 5 U.S.C. ' 2108) who were unable to apply during that two-year period

because of their military service may apply up to two years after they are released or discharged from active service.

Eligibility for these veterans cannot exceed six years from the date on which they received their qualifying degrees.

4. Knowledge of Industrial-Organizational Psychology, Applied Psychology, Educational Psychology or other closely related

applied field sufficient to understand topics surrounding job analysis and the development and validation of employment

tests, assessments, trainings, and other applied selection and assessment concepts.

5. Knowledge of standard social science statistical analysis packages (e.g., R, SAS, SPSS) sufficient to analyze data (e.g.,

means, correlations).

6. Knowledge of ethical, legal, and professional standards related to testing and assessment development (i.e., Uniform

Guidelines on Employee Selection Procedures [EEO], Principles for the Development and Validation of Employee Selection

Procedures [SIOP] and Standards for Educational and Psychological Testing [AERA, APA]).

7. Ability to use standard office software (e.g., Microsoft Excel, PowerPoint, Word) to summarize data, and develop reports

and presentations.
