This position is responsible for administering the Premium and Copayment Assistance program (PCAP) within the HIV Medication Assistance Program (HMAP) which includes the processes for enrolling clients into PCAP, coordinating with the contracted insurance navigators to ensure proper insurance enrollment, coordinating insurance copayment assistance with the contracted pharmacy benefits manager, coordinating premium payments with insurance carriers, and managing critical data management and analysis. Responsibilities include:
- Hiring, training, and supervising PCAP program staff
- Direct and supervise data collection and analysis by the program Epidemiologist and other staff.
- Plan, develop and conduct activities within the HMAP/PCAP program to examine the causes of negative health outcomes and implement interventions to control and prevent them.
- Collect, analyze, and interpret statistical data, prepare epidemiologic reports, providing epidemiological data for decision making related to program operations and client health outcomes.
- Supervise the data collection and the quality assurance in sophisticated, independent quantitative analyses, including trend analysis and independent statistical and epidemiological analysis of program activities.
- Responsible for developing policies and procedures for PCAP operations and ongoing maintenance.
- Responsible for writing and maintaining SAS Programs and creating/managing tracking tools in SAS and Microsoft Excel

- Ability to communicate effectively orally and in writing.
- Skill in leadership, supervision, and strategic planning.
- Skill in SAS programing to manage and manipulate multiple datasets, including writing, running and troubleshooting SAS programs.
- Experience using advanced functions in Microsoft Excel such as Pivot Tables, X Look up, and conditional formatting
- Knowledge of third-party coverage such as Medicaid, Medicare and private health insurance;
- Experience supervising individuals and coordinating work task activities;
- Knowledge of informatics, data management, database design, manipulation of complex data files, and summarizing data analysis results
- Ability to manage large volumes of work governed by frequently changing rules and policies
- Knowledge of HIV and health care and treatment

Doctoral degree in epidemiology or a closely related health field from an appropriately accredited institution;
OR
Master's degree in epidemiology or closely related health field from an appropriately accredited institution and one year of related experience;
OR
an equivalent combination of education and experience
