Position Summary
GENERAL SUMMARY: Coordinate and perform complex tasks in the execution, balancing and completion of the bi-weekly employee payroll. The Payroll Systems Analyst and Administrator works collaboratively to carry out complex work managing and supporting the City Payroll Systems and serves as the subject matter expert for end-users and relevant employment and wage and hour laws.
DISTINGUISHING FEATURES OF THE CLASS: Complete functions related to the analysis and/or programming of the City's payroll system (Tyler Munis HRM) and operations to ensure related areas of responsibility are conducted in compliance with established City guidelines and state and federal laws. Primarily responsible for processing payroll and maintaining the employee database regarding salary and pay. Serves as a technical point-of-contact and works with assigned subject matter experts for functional areas in Human Resources, Finance, and Information Technology to ensure efficient maintenance and operation of Payroll Systems, to provide for optimal functionality, to ensure data integrity, to provide useful reports, to implement system changes, and to analyze data flows or process improvement opportunities. Other duties include work related to and understanding of the City's human capital budget and expense processes and its intersection with position control and posting, as well as cooperating with different departments to increase payroll service performance and improving upon the payroll system. This position works as part of an internal team to create a more data-driven, high-performance organization focusing on outcomes and not outputs, including cross-departmental cooperation and integration with performance measurement and evaluation leading to an equitable community of choice. The employee in this class reports to the Finance Manager. Work is reviewed by the Finance Manager through reports, meetings and results achieved.
This position is a hybrid position with the ability to telework two days per week.
Job Duties
JOB DUTIES:
  • Supports Senior Payroll Accountant with payroll process for employees in the organization and prepare payroll reports (bi-weekly, monthly, quarterly, and annual).
  • Create and/or update documentation for payroll processes, applications, and system testing procedures and test accuracy of implementation of pay policies and payroll.
  • Assure system is compliant with tax and wage laws.
  • Enter parameters to process, balance and complete the Bi-weekly payroll in the payroll system.
  • Identify system issues where Payroll tables need to be corrected and make corrections. Review and approve results before changes are made to production.
  • Maintain and monitor Tyler Munis Time and Attendance timekeeping system performance; communicating issues to technical support as a result of applying time and attendance interfaces, participating in rules change testing, upgrades and enhancements, implementing table changes, coordinating permission and executing bi-weekly closing.
  • Work with the City's database programs to process employee time and attendance reporting and payroll. Create the employee download from the payroll system and apply these master data changes to the Tyler Munis Time and Attendance system based on the schedule for the pay period.
  • Assures modifications and upgrades are successfully tested before implementation to the live environment. Reports systems issues to systems vendors and works with vendors to resolve the issues. Documents processes and results.
  • Maintain personnel database regarding salaries, wages, pay codes and rules.
  • Utilize standard reporting tools to write, maintain and support a variety of payroll reports and queries. Assists in development of standard reports for ongoing customer needs. Helps maintain data integrity in systems by running queries and analyzing data. Develops ad hoc queries as needed, working with staff to identify information requirements. Work with Information Technology to resolve complex reporting issues.
  • Serve as liaison and a payroll system support person between employees, departments, Human Resources, and Information Technology.
  • Provide functional and educational support regarding payroll processes and systems/modules. Develops payroll user procedures, guidelines, and documentation.
  • Consults with Human Resources staff on employee handbook, contract and laws affecting the configuration and operation of Payroll Systems. Identifies issues with proposed controlling document provisions and works with staff to find alternatives achievable within the capabilities and constraints of existing systems.
  • Provide information and answer employee questions and complaints relating to the payroll and time and attendance entry systems.
KNOWLEDGE, SKILL AND ABILITIES:
  • Payroll Functions - Extensive knowledge of payroll functions, applicable federal and state wage and tax laws, benefits administration, and compliance regulations surrounding payroll.
  • Data Analysis - Strong background in working with payroll or related system data and analyzing and understanding the inter-connectivity and relationship between personnel data, budget, and Payroll Systems, ability to foresee impact of a change in any part of the system across all systems and make recommendations accordingly.
  • Communication - Strong oral communications skills with groups and individuals. Strong public presentation skills. Excellent writing skills for reports, correspondence, case summaries, policies, findings of fact, class specifications, test constructions, and other human resources applications.
  • Customer Service Orientation - Knowledge of principles and processes for providing customer service including looking for ways to help people, assessing customer needs, meeting quality standards for services, and evaluating customer satisfaction.
  • Payroll Systems - Knowledge of Payroll Systems and writing reports utilizing reporting tools such as Tyler Munis HRM and Time and Attendance.
  • Management Skills - Knowledge of problem analysis and decision making, strategic and project planning and organizing, interpersonal sensitivity, adaptability/flexibility, tolerance for ambiguity, stress tolerance, maintenance of composure, time management, and the ability to solve problems with and for individuals and groups.
  • Relationship Building - Ability to establish and maintain effective working relationships with department managers, public officials, employees and their representatives, job applicants, and the general public.
Qualifications
MINIMUM QUALIFICATIONS:
  • A minimum of five (5) years or more of experience in payroll; and
  • An associate degree in accounting, finance, business, computer science, or related field; or
  • An equivalent combination of experience, education, and training.
PREFERRED QUALIFICATIONS:
  • Bachelor's degree in accounting, finance, business, computer science, or related field.
  • Experience in systems implementation
  • Experience with Tyler/Munis system
  • Certified Payroll Professional (CPP) or
  • Fundamental Payroll Certification (FPC).

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within thirty (30) miles of the corporate limits of the city of Dubuque as soon as practicable after appointment, but within two years of appointment.
