PAYROLL SPECIALIST with additional HR Duties
JOB DESCRIPTION
TITLE:  Payroll Specialist with additional HR duties
QUALIFICATIONS:
  1. Minimum AA Degree, Bachelor's Degree preferred
  2. Demonstrates competence in the use of data processing, technology, and related programs.
  3. Demonstrates ability in management of business affairs.
  4. Skillful in oral and written communication, interpersonal relationships, management, and problem solving.
  5. Any alternatives to the above qualifications as the Board may find appropriate or acceptable.
REPORTS TO:  Assistant Superintendent of Business/Finance
JOB GOAL:   The main job of the Payroll Specialist is for the purpose of processing all phases of payroll, responding to complex and unusual payroll issues and computations in compliance with mandates requirements and maintain confidential employee payroll records.  HR duties will include assisting in the management of the human resource services of the District in such a way to ensure that the personnel provide the best possible educational program for all students.
PERFORMANCE RESPONSIBILITIES:
  1. Adheres to district policies.
  2. Arrives to work on time and attends work on a regular basis.
  3. Works effectively with all levels of school personnel by interacting positively with teachers, teaching assistants, administrators, and other support personnel.
  4. Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment, and report unsafe conditions to the appropriate administrator.
  5. Assists auditors for the purpose of providing required information and data.
  6. Assists in the interpretation of laws, rules, regulations and fiscal policies and procedures for the purpose of ensuring compliance with established regulations.
  7.  Audits, and reconciles, a variety of payroll related information (e.g. time sheets, differentials, additional pay, additional deductions, docks, direct deposits, account balances etc.) for the purpose of ensuring accurate distribution of funds and payroll and complying with related policies, practices, and/or regulations.
  8. Informs staff regarding a variety of procedures and program requirements for the purpose of administering payroll practices and ensuring compliance to establish guidelines.
  9. Monitors employees status (e.g. leave time, work location, etc.)
  10. Organizes distribution of payroll (e.g. mail, pickup and/or delivery, etc.) for the purpose of ensuring payroll receipt in a timely manner in accordance with district guidelines.
  11. Prepares written materials (e.g. reports, memos, letters, paychecks, deposit slips, etc.) for the purpose of documenting activities, providing written reference and/or conveying information.
ADDITIONAL HR DUTIES:
  1. Administers all aspects of employee Family Medical Leave applications.
  2. Manages application management system for all district positions.
  3. Assists with maintaining the evaluation management system.
  4. Assists with maintaining all district personnel files.
  5. Assists with the development of job descriptions.
  6. Assists with planning, directing, coordinating personnel needs of the district.
  7. Assists with the assignment and transfer of District personnel in accordance with board policy and the needs of the District.
  8. Coordinates with administrators on the selection of all District Personnel and recommends to the Superintendent.
  9. Assumes shared responsibility with Superintendent for all types of public information activities in an effort to ensure supports of stated District objectives, e.g., legislation.
  10. Encourages, models, and maintains high standards of conduct.
  11. Attends appropriate meetings and in-service training.
  12. Performs other duties as may, from time to time be assigned by the supervisor.
     
TERMS OF EMPLOYMENT:  At-Will, 260 days
EVALUATION:  Performance will be evaluated in accordance with the provisions of the Board's policy on evaluation of support staff.
