The City and Borough of Juneau Finance Department is hiring a Payroll Manager!

The Finance Department is hiring a Payroll Manager to lead the payroll team for CBJ! Accurate and timely payroll processing impacts every employee at the City! Join our team and make a tangible difference in the organization.

WHO WE ARE LOOKING FOR
The Payroll team is looking for a dedicated manager with strong technical and communication skills and experience handling complex pay scenarios. CBJ employees belong to one of three unions or are unrepresented. Depending on the position, pay differentials may be utilized based on shifts, certifications and other parameters. CBJ offers many benefits for employees which are processed through payroll. While the 2-week payroll cycle has the same milestones, it is safe to say that no two payroll cycles are ever the same!
The successful candidate is self-motivated and completes work while experiencing frequent interruptions throughout each day. They must be a problem solver and excellent communicator. Payroll must always be completed in a timely manner, which sometimes means additional time and/or inconvenient work times. The successful candidate prioritizes tasks and manages staff schedules to ensure timely and accurate paychecks are issued. Attention to detail as well as the ability to ensure laws, policy, and agreements are followed are essential.
The Payroll Team is dedicated to customer service. They push forward in technology allowing them to work smarter and reduce paper transactions. They interact with managers, supervisors as well as the State and deferred compensation administrators regularly.
We are looking for a candidate with energy, accuracy, leadership, and mastery of technical payroll concepts who is now ready to expand into a supervisory role. As a supervisor, the successful candidate will be key in developing and maintaining a work culture geared toward modernization and collaboration.

The Payroll Team has a history of being very serious about payroll transactions and equally light-hearted in the office. The three-person team works as a tight unit providing essential services for their fellow employees. The Finance Department provides training and opportunities for professional development.
WORKING HOURS AND LOCATION
This position works Monday through Friday from 8:00 AM to 4:30 PM. Your office would be located in downtown Juneau in the Muni Way building next to City Hall. The position may provide work-from-home opportunities on a regular basis.This position manages the payroll workgroup, consisting of a Payroll Technician and a Senior Payroll Technician. Payroll is responsible for the accurate and timely production of CBJ's pay and benefits. This includes gathering time keeping data from the timeclocks/time management system (currently UKG and Telestaff) and processing payroll through Infor Lawson to generate pay amounts and ancillary payments to organizations for items like retirement and deferred compensation. In reconciling the payroll data, the team must ensure the accuracy of calculations as well as the associated tax and benefit calculations. CBJ offers several pay schedules, differentials, one-time pay items and a variety of benefits which may either impact an employee's paycheck or require information from the payroll cycle for payment to a third party. The 3-person payroll team each has a role to play in the payroll cycle and must also be able to cover for each other when a person is out of the office.
At first glance, this repetitive 2-week cycle of events may not seem complicated. However, there are as many variations of events and situations as there are employees! Each payroll brings a new question or scenario that must be considered, tested and resolved. The Human Resources and Risk Management department is a vital partner in the processing of HR and benefit transactions. Effective communication and collaboration with departmental administrative and supervisory staff are essential to the success of each payroll cycle.
Both the time keeping system and the payroll system are expected to undergo upgrades in the next 1-3 years. The Payroll Manager will play a vital role in implementing, testing and training for the new solutions.

Experience:

Two years of advanced technical level payroll experience processing payroll actions, reviewing error reports, and resolving conflicts. This experience is met by service as a Senior Payroll Technician with the City and Borough of Juneau or the equivalent elsewhere.

OR

Three years of experience performing technical or professional level administrative duties where a substantial part of the duty assignment is the performance of human resource work equivalent to an Administrative Assistant II with the City and Borough of Juneau or the equivalent elsewhere.


OR

One year of professional level human resource experience and at least one year of journey technical experience processing payroll actions to include, analyzing, calculating, auditing, and certifying timesheets. Professional human resource experience is equivalent to the Human Resource Consultant I with the City and Borough of Juneau or the equivalent elsewhere.


Special Note:

"Human resources" includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel, payroll processing or system administration, or labor relations. Supervision of direct reports does not in itself constitute human resource work.
