- Is proficient in Oracle e-Business Human Capital Management application (HR/Payroll/Benefit/OTL) knowledge. Preferably Oracle e-Business Suite, or other ERP systems such as Peoplesoft, Oracle Cloud, Workday, and SAP.
- Has Payroll and Human Resources business process knowledge.
- Is proficient in database query language such as SQL.
- Possesses strong analytical skills.
- Has strong comprehension skill to understand Labor contacts, Payroll legislations, policies, and procedures.
- Is a fast learner.
- Is a team player.
What you will typically be responsible for:
- Researching complex and difficult Human Resources and Payroll systems problems and needs and generating solutions which may include systems modifications, enhancements, or new procedures.
- Designing, developing, configuring, and testing systems functionalities changes, such as but not limited to creating flexfields, modifying fast formulas, building payroll elements, and table setup.
- Reviewing changes in legislation, labor contracts, regulatory requirements, and personnel policies in order to anticipate and define new system requirements.
- Performing mass update, system administrative tasks, and special project implementation.
- Performing and coordinating systems user testing.
- Documenting user procedures.
- Producing ad hoc complex database reports and data analysis.
- Providing user training.

Desirable Qualifications:
- Knowledge of Oracle E -business v.R12 payroll system.
- Knowledge of CALPERS retirement reporting configuration.
- Knowledge of retroactive pay calculations.
- Experience with cubes, SQL, and other excel tools.
- Experience with system development methodologies and CASE tools.
- Municipal government and organization experience.

- Sick leave: Employees accrue 12 days per year.
- Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k)plan
