Duties/Responsibilities
This is a part-time position with the Stormwater Development Review section of the Public Works Department. The primary purpose of this position is to ensure compliance with stormwater regulations through the independent review of site plans, construction drawings, and Stormwater Control Measure (SCM) as-built submittals. Other duties include training of new staff on plan reviews, providing administrative and technical support, and other duties as assigned. This position requires a sound knowledge of hydrology, hydraulics, and stormwater control measures (SCMs) obtained through education and/or experience. Knowledge of stormwater regulatory requirements will be needed in fulfillment of responsibilities. Good customer service skills as well as strong verbal and written communication skills are needed for routine communication with the development community to assist them in complying with applicable stormwater requirements. Field inspections of SCMs are conducted for construction and as-built drawing/certification acceptance. Solid organization and administrative skills are required to track multiple projects and document project status. Working knowledge of databases (Excel/Access) and ArcGIS is needed in the fulfillment of job duties. The duration of this position is estimated to be 8 months. At the end of this period, this position will be reevaluated to determine if an extension of part-time employment would be appropriate.
Minimum Qualifications & Experience
- Bachelor’s degree in Civil Engineering, Construction Project Management, Environmental Engineering, Biological Engineering, or a directly related field.
- Five years of related engineering and/or project management experience.
- A North Carolina Professional Engineer License.
- Valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.
Additional Preferred Skills
- A minimum of two years of experience in areas related to the design, construction, maintenance, and/or regulation of stormwater control measures is preferred.
- Significant experience in or with stormwater maintenance/regulations in municipalities.
- Expertise in stormwater software for watershed hydrology modeling, pond routing, storm sewer modeling, etc.
- Stormwater BMP Inspections and Maintenance Certification and/or Stormwater BMP Reviewer Certification through NC State University - Department of Biological and Agricultural Engineering or other equivalent certification(s) from a like entity.
