Job description

The City of Spencer is looking to fill a full-time Parks & Recreation Superintendent position. This role works Monday-Friday, 8am-5pm + occasional after hours or weekend events.

$58,824 - $62,202/year + premium state benefits!

Purpose of the Position

Act as Working Supervisor of the Maintenance of the City Park System of the City of Spencer. Supervises and participates in the maintenance program for public parks and areas and other grounds as directed; does related work as required. The position in this class involves the responsibility for overseeing the activities of maintenance personnel. The employee is a working supervisor. The employee is responsible for assuring that parks are properly maintained for public use at all times. He/she also participates in projecting future park development needs. The work is performed in accordance with general instructions received from the Parks and Recreation Director, the Parks Board (Policy Board) and with coordination with the City Manager.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Supervise the operations of the maintenance crews;
  • Supervise the construction or maintenance program for the parks system as assigned;
  • Assemble and install a variety of recreational equipment;
  • Coordinate the issuance of work orders to various crews and inspect job on completion;
  • Instruct employees on work methods and tools for the job;
  • Assist in conducting parks planning studies projecting future park development and usage for both short and long range programs;
  • Responsible for flower beds;
  • Prepare layouts and designs for planning studies;
  • Recommends purchase of supplies and equipment for department;
  • Keep records and make reports of parks maintenance activities;
  • Plans and coordinates tree planting, tree pruning and tree removal; and arboricultural practices for the City of Spencer.
  • Acts as Park with Park and Recreation Director as Liaison to various Civic Groups, including Trails Committee, Trees Forever, Kiwanis, Rotary Club, Little League, Garden Club, etc.

Skills & Knowledge Requirements

  • Good knowledge of grounds maintenance, turfgrass, horticultural and arboricultural practices
  • Good knowledge of construction techniques and materials
  • Good knowledge of the erection of recreational equipment
  • Good knowledge of accident prevention precautions applicable to park maintenance operations
  • Some knowledge of park development methods and procedures
  • Good knowledge of equipment and tools used in park maintenance activities
  • Demonstrated ability to lay out and supervise the work of others
  • Ability to keep records and reports, and to work from complex oral and written directions
  • Drafting ability
  • Ability to get along well with others
  • Comprehensive reading skills
  • Budgeting skills
  • Must be able to lift 50 pounds
  • Do raking, shoveling and bending
  • Must have a valid driver's license, with an acceptable driving record.

Education Requirements

  • Considerable experience in park maintenance and development activities
  • Completion of an B.A. degree in horticulture; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities
  • Must have a Pesticide Applicator's License as issued by the State of Iowa.

Physical Requirements

Sufficient clarity of speech and hearing, vision, manual dexterity and use of body extremities and personal mobility, with or without reasonable accommodation, which permits the employee to promptly, accurately and safely perform the duties of this position; ability to lift 75 pounds from floor level to a height of approximately 30 inches; ability to pass employment physical including drug and alcohol testing. Other physical activities include walking, reaching, grasping, pushing, pulling, repetitive motions, stooping, kneeling, and crouching.

Physical Characteristics of Work:

Work involves sitting 10-25 percent of the time; sitting and using arm/leg controls 20 percent of the time; standing (but not walking) 10 percent of the time; standing and walking 55 percent of the time; continuously lifting objects under 10 pounds; routinely lifting objects from 10 to 25 pounds; routinely lifting objects from 25 to 50 pounds; and occasionally lifting objects over 50 pounds. Work requires exertion of up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment

Work is performed inside and/or outside and includes being exposed to extreme cold, extreme heat, noise, vibration, mechanical hazards, electrical hazards, chemical hazards, atmospheric conditions that affect the respiratory system or skin, oils, may be required to wear a respirator, confined spaces, darkness or poor lighting conditions and isolation. May work in trenches. Work may also include climbing steps or ladders.
