Job description

Starting placement will generally not exceed 15% of the advertised initial salary range and is based on qualifications, experience, and internal equity.

GENERAL DESCRIPTION OF DUTIES

This position is to serve as a direct conduit implementing the direction of the LCBOCC. The primary duty of this position is to effectively deliver safe and appealing facilities and programs to the constituency by effectively managing manpower, prudent spending and volunteer coordination. This position oversees over 2,000 acres of nature area/green spaces, 3 campgrounds, 24 boat landings, 15 passive parks, 3 greenways, and 6 community centers and their reservations. Within the scope of this position coordination with various state and local groups i.e. Florida Department of Environmental Protection, Fish and Wildlife Conservation Commission, the Trust for Public Lands, Senior Services Program Staff, County-sponsored program representatives, utility providers, etc. This position is required to oversee the collection of fees, make expenditures and handle confidential information.

ESSENTIAL DUTIES

Supervises Crew Chief's, Park Facility Technician, and Park Attendants. Schedules work, investigates citizen complaints, monitor employee performance, conduct site visits.

Manages expenditures and fiscal and human resources to provide cost effective program services.
Ensures quality parks, greenways, boat landings, community centers and campgrounds maintenance. Ensures that equipment in the program, such as trucks, mowers, tractors, lawn maintenance equipment and special equipment is maintained and operated properly. This includes adhering to Fleet Management's preventative maintenance schedule and ensuring that staff is fully trained and competent to operate equipment.
Budgetary responsibilities and accountability
Monitors monthly fuel logs and vehicle reports; monitors Banner system to check operational budget accounts and CIP accounts; approves spending from warehouse to ensure project completion.
Communications and Intergovernmental /Inter-departmental Relations: Communicates to superiors, peers, and subordinates verbally and in writing.
Coordinates with other departments (i.e. Facilities, Operations, Engineering, Fleet, and DSEM) contractors, vendor, and utilities to complete assignments.
Manage Public Information/Promotion: Facilitates the distribution of public information regarding recreation programs and seasonal sports. (via Variable Message Boards, Leon County Schools list serve, libraries, the County Link, newspaper articles, etc.)
Maintains files and records to ensure accuracy and accountability: Maintains files and implements land management plans for the division greenways.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of current state and county environmental rules and regulations. Knowledge of parks construction and maintenance. Knowledge of various building materials (sands, clays, and pipes). Ability to read and interpret blueprints. Knowledge to survey and set grades for elevations. Knowledge of equipment and its various uses. Ability to communicate clearly and effectively through oral and written communication. Ability to initiate and follow through on assignments with attention to detail. Skills in organizational and time management. Skills to deal with customer complaints and resolve conflicts. Skills in managing people. Skill to maintain computerized records. Ability to navigate and update web pages. Knowledge of County's Purchasing Policy.

COMPLEXITY OF WORK

Duties range from somewhat defined to generally define. Structuring staff requires independent thinking. Most projects have deadlines that must be met. Problem solving is encountered in handling field changes to construction plans when designs will not meet field settings. Problem solving is also encountered in handling supervisory activities.

INTERNAL AND EXTERNAL CUSTOMER CONTACT

Frequent internal and external customer contact concerning equipment needs, project coordination, the acquisition of permits, ensuring jobsite compliance, and ensuring that facilities are equipped to meet the needs of various groups, et cetera.

EQUIPMENT AND TOOLS USED

Personal computer, word processing, spreadsheet, database software; typewriter, vehicle, tractors, backhoes, graders, survey equipment, et cetera.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is performed mainly indoors, but out door work is also required. Work environmental factors include exposure to inclement weather conditions. Work may be done in multiple locations. Some exposure to pests and odors.

MINIMUM QUALIFICATIONS

Requires an Associate degree in recreation, horticulture, public administration, or a related field and three years of related work experience, one year of which must have been in a supervisory capacity.

Necessary Special Requirements:

A valid Florida Driver's license and favorable driving record where appropriate.

Must possess or be able to obtain within six months of employment a Limited Turf and Ornamental Pesticide Applicator's License.

Selection Guidelines:

Formal application, rating of education and experience, oral interview, reference check, and drug testing.

FLSA STATUS: Job is exempt. Employee performs responsible supervisory and administrative work, exercising discretion and independent judgment in the execution of job assignments.
