We have an outstanding opportunity for a Parking Enforcement Officer (NE S SEIU 925 Non Supv) to work with campus constituents to provide consistent information about parking system processes and procedures, issuing parking permits, collecting parking fees, issuing parking violation warning notices and citations, possibly initiating other sanctions such as immobilization/impounding process and performing other field and enforcement procedures, as required and allowed by law. Parking ENFORCEMENT OFFICERs play a critical role in promoting a positive first and last impression for those visiting the campus by any transportation mode. The Parking Enforcement Officer administers and enforces campus parking regulations to promote the goals of transportation and parking program. The Parking Enforcement Officer plays an important role in supporting Campus Safety personnel in their mission to preserve and promote the safety of students, faculty, staff and visitors. Verifies that pay station equipment, PARKING ENFORCEMENT equipment, and other parking related equipment is functioning properly. Hazard identification reporting, and reporting suspicious individuals and activities to Campus Safety.
DUTIES AND RESPONSIBILITIES
  • Provide campus and parking information to the campus community and visitors; apply established customer service standards; interact with students, faculty, staff and visitors in a positive, service-oriented, highly-visible manner; offer outreach and assistance, as needed.
  • Collect money from Pay Stations. Perform basic troubleshooting and basic upkeep of parking equipment. Clear paper jams, replace paper, replace consumable parts as needed, reset equipment, etc.
  • Maintain a working knowledge of campus parking regulations, parking lots, parking structures and building locations including differences between UW Bothell and Cascadia Community College.
  • Interpret policies and procedures that govern citation issuance; issue neat, accurate and thorough parking warning notices and citations. Use a computerized handheld ticket writer, operate a vehicle equipped with computerized equipment to validate parking permissions, or manually issue warnings or citations in accordance with campus parking policies and procedures and the WAC and RCW.
  • Drive a state vehicle around campus property patrolling parking locations.
  • Patrol assigned campus areas and observe parking and traffic patterns; completely inspect daily assigned areas for full duration of the shift; inspect and report lot conditions in case of an oil spill, place a cone, and or place some absorbent on the spot; identify, report and record lost, stolen and altered permits; conduct parking lot surveys for space inventory, occupancy and other information as needed. Carry and use campus radio and/ or cell phone for communication with parking program, security, facilities and both institutions as needed.
  • Under the direction of the Commuter Services Supervisor, and in accordance with department policy and state laws, may be required to conduct towing/immobilization/ impound protocol including completing all appropriate paperwork and documents.
  • Prepare and complete enforcement logs (with photographs when applicable) or activity reports neatly, thoroughly and accurately to include significant events dealing with Parking Enforcement, and parking sign problems. Reports will include times, place orientation, direction, campus setting, vehicle description, permit status and specific enforcement process undertaken.
  • Work with Campus Safety personnel to direct traffic as assigned, and as directed install, post or place any appropriate parking signage, barricades or other traffic control equipment.
    Report observed safety hazards, suspicious persons or activities and damages to campus or private property to Campus Safety.
  • Complete special event assignments including posting of event notes etc., year-round and on holidays as needed, in accordance with department policy and procedures and in conjunction with the appropriate event coordinator, ensuring an accurate account of monies collected, when applicable.
  • May be required to respond to campus emergencies such as earthquakes, fires, weather-related hazards, after normal hours, on weekends and holidays, as requested or directed to assist Campus Safety and/or Facilities Services.
  • Assist with the training of new employees, as assigned.
  • Maintain work areas and assigned vehicle(s) to be neat, clean and orderly.
  • May be required to appear in court to give testimony related to subpoenas received for citations.
  • Assist in administrative duties such as distribution of materials, filing, running errands and change funds and other related duties as needed.
  • Perform miscellaneous duties as required.
    MINIMUM REQUIREMENTS
  • One year public contact work in a customer service environment and possession of a valid Washington State motor vehicle driver's license and no previous felony convictions.
  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
    ADDITIONAL REQUIREMENTS
  • Excellent customer service and communication skills; ability to effectively communicate detailed instructions, directions to campus visitors and respond to a variety of visitor questions.
  • Effective oral and written communication skills.
  • Ability to successfully employ de-escalation techniques.
  • Strong problem-solving skills.
  • Computer experience utilizing Microsoft Windows, Microsoft Word and Microsoft Excel software and e-mail programs.
  • Must be able to work with diverse populations.
    DESIRED QUALIFICATIONS
  • No previous felony convictions.
  • Must be able to work effectively with minimum supervision as well as work in a shared workspace with co-workers
  • Thorough understanding the uses of all products sold including parking permits, UPASS, and campus transportation options.
  • Use of parking system hardware parking software applications and other office related computer applications.
  • Effectively use basic troubleshooting and service techniques involving parking equipment.
  • Parking Enforcement Officers work together as a team by being friendly, courteous and respectful of team members.
  • Current knowledge of Bothell campus Transportation and Parking programs, products, services and systems.
    CONDITIONS OF EMPLOYMENT
  • Must be able to stand and/or walk up to seven hours per eight-hour shift, nine-hours per ten-hour shift; must be able to cover on foot an average of 1.5-5 miles linear miles daily over hilly terrain, around parked cars in both covered and uncovered parking facilities.
  • Must be able to bend, kneel, stoop and carry/lift objects such as parking barricades weighing up to 50 pounds.
  • Must be able to provide proof of satisfactory driving record and completion of satisfactory background investigation.
  • Must be able to work outside year round, in a variety of weather conditions with or without shelter.
  • Work in motor vehicle parking areas with some exposure to vehicle exhaust fumes.
    Schedule: Monday –Friday 12:00 PM – 8:30 PM. May require additional hours for special events, including weekends and holidays as needed.
