This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
Qualifications: This position is a full-time, term position not to exceed 13 months, that may be extended up to a maximum of 6 years.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Painting Worker ~ without more than normal supervision. Applicants must meet the screen out element to be considered further. The work of the position normal includes: Mixing and adjusting coating materials as necessary to ensure proper coverage and finish; providing a smooth, even finish with all primers and topcoats to maintain quality product; applying coating materials using spray guns, rollers, and brushes so that surfaces are protected and free from skips, runs and drips; and utilizing paint blasting equipment in cleaning and preserving a variety of metal and wooden surfaces. - Failure to meet this Screen out Element will result in an ineligible rating.
  • Physical Efforts: Employee exerts light to moderate physical effort while performing operations (e.g. coupling, and uncoupling equipment). Performs work on hard surfaces and in work areas that require employee to stand, stoop, bend and work in tiring and uncomfortable positions. Physical effort is required in operating hand and foot controls while driving forklifts to turn, start and stop the vehicle and while raising, lowering, and tilting loads. Work assignments involve kneeling, reaching, climbing, crawling, and crouching in strained and awkward positions for prolonged periods to blast interior and exterior surfaces. Many of the larger items to be blasted require blasting positions on surfaces where effective positioning of the blasting nozzle/hose are physically difficult to maintain. Frequently lifts and carries objects weighing up to 75 pounds and may be required to manipulate objects weighing more than 100 pounds. Electric lifts, cranes, or other workers are available to assist with extremely heavy items. Required to control hand-held blasting hose with nozzle subject to extremely high pressure (e.g. more than 100 psi). Moderate to arduous physical exertion expended when incumbent is required to push, pull, or lift various ordinance items wen no overhead crane is available. Work also involves standing, squatting, and bending in the painting of most items and occasional climbing.
  • Working Conditions: Some work is generally done inside in areas that are well lighted, heated and ventilated. Work may also be done outside or in areas that are drafty and poorly lighted. Employee is exposed to dust, dirt, or injury from handling materials, mechanical equipment, and potential paint, acid, oil, and may be exposed to noxious fumes, skin irritants and flammable chemicals. May be required to wear specialized protective devices in addition to basic protective equipment (e.g. hard hats, safety glasses and shoes, ear plugs). Sandblast chamber work exposes incumbent to the possibility of cuts, burns, bruises, strains, and broken bones. Also, exposed to constant noise, dust, flying abrasives, rust, scale, paint chips, etc. Required to wear an air-fed hood, heavy protective clothing, gloves, ear protection, and safety shoes. Usually works in spray booth (modern water wash booths, curtain, and downdraft types with blowers), always subject to inhalation of fumes from chemicals in paint. May be required to wear protective equipment or clothing that are sometimes heavy or uncomfortable.
