The Department of Corrections is seeking a highly motivated and qualified Physician Assistant/ARNP Lead for Clallam Bay Corrections Center located in Clallam Bay, WA.
Under the supervision of the Health Services Managers/Medical Director, this position contributes to the agency's mission to improve public safety by delivering quality health care to the CBCC patient population in a timely and professional manner, promote a healthy life-style, and provide patient health care education. This includes assessing, diagnosing, and treating the multitude of medical issues encountered, This position monitors, manages,
coordinates, and delivers health care; and counsels, consults, teaches, advises, and provides health care information to the patient that improves the quality and continuity of health services. Supervises and monitors all levels of health care services delivered to the offender population and assists Health Services Managers and the facility Medical care services delivered to the offender population and assists Health Services Managers and the facility Medical Director in monitoring expenditures, planning, and organizing health services, facilities, and other programs.

CBCC has an operating capacity of 858 male individuals located on the point of the Olympic Peninsula. Located in Clallam Bay, WA. It is 50 miles west of Port Angeles and looks out over the Strait of Juan de Fuca at Vancouver Island.

Duties
Duty:
  • Under the supervision of a qualified physician, provide primary routine, urgent, and emergent medical care , including diagnostic, therapeutic, and preventative and health maintenance services.
    1. Diagnose health related problems and determine outcome.
    2. Ensure continuity of care. Deliver healthcare, defining timeframes and pathways for delivery of services, and determining priorities and sequences of care to be provided.
    3. Implement plan of care by providing direct patient care; directing others about the urgency, timeframes, and methods to deliver healthcare on and off site; determining when need for care or services become more urgent, need clarification, or another type or level of intervention and taking action as necessary to provide orders and accomplish prescribed Interventions in a timely and clinically responsive manner.
    4. Analyze and evaluate the structure, process, and timeframes for service delivery; the expected effects of treatment or intervention; the outcomes to be achieved; revision of the plan of care to prevent complications; and intervene to address new or emerging problems or to improve care and service delivery.
    5. Perform minor surgical procedures and suture of simple lacerations.
    6. Order and interpret appropriate diagnostic laboratory tests and x rays.
    7. Provide medical and technical assistance to other health care personnel as required.
    8. Refer complicated and complex cases to staff physicians and outside medical consultants and facilities when necessary.
  • Provide effective communication and documentation.
    1. Effectively communicate verbally, in writing, and via computer or other electronic media with offenders, their families, or other health care personnel, custody, and other institutional personnel.
    2. Legibly document subjective and objective clinical findings, as well as the actions taken to deliver all aspects of health care in the health record, computerized database, and on other DOC approved forms. All documentation will be in accordance with the health care guidelines.
    3. Maintain accurate, legible, and complete records of patient care including chart documentation using appropriate format of all patient requests for medical attention, objective data collected treatment administered, and patient education provided. Assist in writing, evaluating, and revising nursing care plans and interdisciplinary treatment plans, and complete other entries to support the problem-oriented health care record.
    4. Communicate and assist in the coordination of pertinent information to health care providers for patients scheduled for community-based care.
    5. Complete unusual incident reports as directed, collect data, investigate, and complete reports necessary to the ongoing operation of Health Services and the institution.
    6. Respond to verbal and written requests from offenders and institution staff, as directed, with information or advice consistent with statutes and procedures on health care record confidentiality.
  • Actively participate in clinic/facility-wide Coordinated Quality Improvement Program (CQIP), Patient Centered Medical Home (PCMH), and 5S projects and programs.
    1. Attend and participate in facility CQI P/PCMH/5S meetings and activities and report back to nursing and support staff to keep staff engaged in improving patient care at every level.
    2. Serve as the lead for at least one local quality improvement project per year and engage staff in the process at some level to ensure all employees have an awareness and an understanding of the principles of quality improvement and the goals for the organization.
    3. Participate/represent facility on state-wide quality improvement initiatives; share our processes and learn from other facilities; implement best practices in patient care.
    4. Practice in accordance with the DOC Policy and Offender Health Plan.
    5. Participate in formal clinical oversight according to facility and DOC Health Services Clinical Oversight Structure.
  • Delegate and assign patient responsibility through appropriate communication to the nurses, assistive nursing personnel, and medical assistants.
    1. Evaluate and consider the needs, condition, and stability of the patient, potential harm, complexity of task, and predictability of outcome to determine appropriate assignment.
    2. Teach, instruct, monitor, supervise, and evaluate the implementation of patient care tasks.
    3. Collaborate with management to facilitate implementation of processes that affect nursing staff, custody, support staff, and other departments that impact patient care.
  • Consult with custody and other staff concerning health and safety of offenders.
    1. Provide medical health and safety advice within HIPAA guidelines regarding offenders to custody staff when necessary.
    2. Provide medical input to respond to routine and emergency resolutions.
    3. Respond to offender kites.

Qualifications
Required Qualifications
  • Graduation from a Physicians' Assistant Training Program approved by the Washington State Board of Medical Examiners and Certification as a Physician Assistant by the National Commission on Certification of Physician's Assistant.
OR
  • Must possess a valid Washington State License to practice as a Registered Nurse, AND, current certification from approved national certification program (American Nurses Association) verifying completion of an advanced formal education program in the area of specialty, AND possession of a current designation as an Advanced Registered Nurse Practitioner in the State of Washington.
OR
  • Recent graduates of the formal education program who are awaiting the results of the licensing examination must have a Washington State issued temporary permit. Failure to obtain a license shall result in immediate termination from the position by the Appointing Authority.
AND
  • Must hold unrestricted license to practice as a midlevel practitioner and prescribe scheduled drugs.
  • Initial and continuous unblemished/unrestricted licensure in the State of Washington as a Registered Nurse and Advanced Registered Nurse Practitioner OR Physician Assistant-Certified.
  • Initial and continuous unblemished/unrestricted certification by ANCC, AANP, or NCCPA
  • Certification be the American Heart Association in Basic Life Support.
  • One year of working experience as an ARNP or PA-C
Preferred/Desired Qualifications
  • Experience working as a mid-level health care practitioner at a Correctional Facility.
  • Certified Correctional Health Professional by Academy of Correctional Health Professionals.
